1. Calling Friends on Skype from Your Contacts
In the Skype interface, locate the friend you want to call, then press and hold while dragging them to the right until the phone icon appears. Alternatively, you can also call your friend on Skype from the chat interface.

2. Calling Any Phone Number on Skype
If you haven't had the chance to add a friend on Skype or if that friend doesn't use Skype, you can call them directly on the phone number they're using. In the Call Phone tab, select option (1) or (2) as shown below.
Choose the country you need to call (3) so Skype can automatically detect the country code for you, then enter the phone number you want to call (4).
Skype calls to any phone number are established.
Note: When calling Skype to a specific phone number, in addition to data charges (from the caller), you also have to pay the Skype call rate to this number. The call rates vary depending on the country, region you are calling.
