Vietnam is an independent country with sovereignty, and this is the national sovereignty or state sovereignty of our country. National sovereignty is understood as the right to independently, fully, and comprehensively control all legislative, executive, and judicial aspects of a nation within its territorial borders. A nation will assert its national sovereignty in all aspects, including economically, politically, militarily, and diplomatically. National sovereignty is a vital political and legal characteristic of an independent nation, and respecting national sovereignty is a fundamental principle of international law. Protecting national sovereignty and state sovereignty involves comprehensive measures in all political, cultural, economic, diplomatic, and national defense and security fields to ensure the right to independently, fully, and comprehensively control all aspects within the territorial borders of the country. However, the Party and the State can lead and manage only if there is an army and the people. The greatest strength of a nation lies in the united solidarity of its people. Only with a united populace can the Party truly fulfill its role and responsibility for national sovereignty. The youth are considered the segment carrying the weight of responsibility for all national and ethnic issues, holding the fate and future of the nation in their hands. The issue of national sovereignty inevitably entails the responsibility of the youth. However, the youth alone are not enough. Without the guidance of the Party and the State, the youth may lack a coherent ideological stance on national sovereignty. The younger generation is still inexperienced and lacks clarity, and cannot solely rely on the youth to defeat hostile forces.
In summary, the issue of national sovereignty and its protection is the mission and responsibility of the entire populace under the leadership of the Party and the unified management of the State. Every citizen of Vietnam has a responsibility for the nation's sovereignty, which cannot be delegated to any individual, organization, or group. Every citizen of Vietnam, regardless of social status, ethnicity, religious beliefs, cultural level, or place of residence, has a responsibility and obligation to protect national sovereignty. Besides strictly adhering to the Constitution and laws of the state, every citizen must be absolutely loyal to the Fatherland, fulfill military duties, and be ready to perform assigned tasks.
