Horizon Zero Dawn, an open-world game released in 2017 developed by Guerrilla Games, has shed its PlayStation 4 exclusive label and transitioned to PC earlier this month. Considering the next installment named Horizon Forbidden West will be released exclusively for PlayStation 5 before launching on PC, it's likely that Sony is considering bringing older PlayStation exclusives to PC rather than new titles. If Sony were to release games like Ghost of Tsushima or The Last of Us II on PC simultaneously with PlayStation 4, their console game sales would decline.
Sony acknowledges that exclusivity is the key to its success, especially with a new console generation on the horizon. PlayStation 5 comes with some fantastic exclusive games in its first few years, which will be a huge draw for new customers. If those games are available on PC right away, why bother buying a PlayStation 5? PC gamers wanting to play PlayStation 4 or 5 games will have to be patient if they don't want to invest in a new system, but that patience might pay off if they're persistent.

Although PlayStation exclusive games like Death Stranding and Quantic Dream are gradually coming to PC, remember that these are third-party games and not part of Sony's plan.
Microsoft, Sony's console rival, has released PC versions for a while now, although unlike Sony, all first-party games both current and next-gen will come to Windows on day one.
Also in its report, Sony added that they will 'invest or acquire creatively abundant and technologically advanced companies to build the Worldwide Studios (WWS)'. It seems like more studio acquisitions or exclusive deals from the company are being revealed as the PlayStation 5 launch approaches.
