- The Communist Party of Vietnam always values the noble qualities of Vietnamese youth in the national, democratic, and socialist revolutionary cause, in nation-building, and in defending the Fatherland. The Communist Party of Vietnam always cares for, nurtures, and educates the youth, always creating conditions for youth to train, contribute, and mature.
- After the Communist Party of Vietnam was founded (February 3, 1930), the Party clearly recognized the importance of building the Youth Union. At the 2nd Party Central Committee meeting held from March 20 to March 26, 1931, the Central Committee dedicated a day during the conference to discuss and decide on important issues regarding the Party's youth mobilization work. From that special significance, with the approval of the Politburo and Uncle Ho, the 3rd National Youth Union Congress (held from March 22 to March 25, 1961 in Hanoi) decided to designate March 26, 1931, as the day of the Union's establishment.
- Immediately after its establishment, the Indochinese Communist Youth Union developed many members during the 1930-1931 revolutionary climax, with the pinnacle being the Soviet Nghe Tinh. From this revolutionary movement period, many exemplary youth fighters emerged, such as Communist Youth Union member Ly Tu Trong, who famously declared in front of the enemy court, 'The path of youth is only the revolutionary path, there can be no other path.'

- In September 1939, World War II erupted. In this new situation, the Youth Union had to move into secret activities and build a tightly organized structure under the new name of the Anti-Colonial Youth Union of Indochina.
- In May 1941, at the 8th Central Committee Conference in Pac Bo (Cao Bang), under the light of the resolutions of the 8th Central Committee Conference, the Vietnamese National Salvation Youth Union was founded, continuing the national liberation struggle of previous youth organizations guided and trained by the Party and Uncle Ho. Under the banner of the Party and Uncle Ho, the Vietnamese National Salvation Youth Union and the youth nationwide actively joined the entire Party, the entire people, and the entire army in successfully carrying out the August Revolution in 1945, opening the era of national independence and freedom, establishing the Democratic Republic of Vietnam, the first democratic state of the people in Southeast Asia.
- After nearly 20 years of operation under the leadership of the Party, the 1st National Youth Union Congress was held in Dai Tu - Thai Nguyen from February 7 to February 14, 1950, with the theme: 'Fight and Build for the Future'. Harnessing the success of the congress, tens of thousands of enthusiastic young men and women actively participated in serving the campaigns, the movement of 'Youth Volunteer Workers for National Construction' developed everywhere. In that protracted struggle, many examples of courageous youth emerged, such as Tran Van On, Vo Thi Sau, La Van Cau, Cu Chinh Lan, Nguyen Thi Chien, Be Van Dan, Phan Dinh Giot, To Vinh Dien... They truly represented a youth generation 'Determined to Sacrifice for the Homeland'.
- On October 19, 1955, the Party Central Committee issued a resolution changing the name of the Vietnamese National Salvation Youth Union to the Vietnamese Youth Labor Union. At the 2nd National Youth Union Congress from October 25 to November 4, 1956, Uncle Ho affectionately advised: 'Our Party and Government can proudly name a courageous youth generation like you, and hope that you will continue to strive eagerly for the cause of defending the Fatherland and building the country'.
- The 3rd National Youth Union Congress was convened in Hanoi from March 23 to March 25, 1961, and the movement 'Volunteer for National Defense, Surpassing the First 5-Year Plan' was launched. In August 1964, the US imperialists escalated their destructive war with air raids in the North. The youth in the capital initiated the movement of 'Three Readinesses'. Under the timely guidance of the Central Youth Union, the movement developed extensively nationwide. In the North, millions of youth registered to participate in the 'Three Readinesses' movement, raising their determination to support the Southern battlefield with the spirit of 'Not Returning Home until Defeating the American Invaders'.
- In February 1965, the Youth Union Congress of the entire South launched the 'Year of Mobilization' movement, and after a short time, tens of thousands of youth participated in this movement. From the 'Three Readinesses' movement, the 'Year of Mobilization' gave rise to many groups and individuals with outstanding achievements, such as the seven heroes of Dien Ngoc (Quang Nam) bravely fighting back against an enemy platoon; Ta Thi Kieu, bare-handed, setting fire to enemy boots; Le Thi Hong Gam fighting until her last breath without surrendering to the enemy; heroic anti-American fighter Le Ma Luong, who said 'the most beautiful life is on the frontlines against the enemy,' the immortal words of young electrician Nguyen Van Troi 'There is no happiness with the American invaders,' which stirred the emotions of youth and progressive people across the Five Continents, the rallying cry of martyr hero Nguyen Viet Xuan 'Aim straight at the enemy and shoot' became the urging command to urge our army and people to advance to destroy the enemy.
- On the occasion of the 40th anniversary of the Party's founding, following the wishes of the cadres, and youth nationwide, the Party Central Committee issued a decision to rename the Vietnamese Youth Labor Union as the Ho Chi Minh Communist Youth Union. After the reunification of the country, the 5th National Party Congress (1976) decided to rename the Ho Chi Minh Communist Youth Union as the Ho Chi Minh Communist Youth Union.
From November 20 to November 22, 1980, the 4th National Youth Union Congress was held in the capital Hanoi, the congress decided to further promote the 'Three Readinesses' movement into a high peak of youth action competition to successfully implement the cause of building socialism and defending the Socialist Republic of Vietnam.
From November 27 to November 30, 1987, the 5th National Congress launched the movement 'Youth Pioneering Creativity in Building and Defending the Fatherland.' The 6th National Youth Union Congress took place from October 15 to 18, 1992; The 2nd Conference of the Central Committee of the 6th term held in February 1993 decided to implement two major movements 'Youth Entrepreneurship' and 'Youth in National Defense'. The 7th National Youth Union Congress from November 26 to 29, 1997 decided to continue developing these two movements to a new height.
In 2000, the Politburo and the Government decided to designate it as the 'Year of Vietnamese Youth.' From this point on, the 'Youth Volunteer Movement' saw new developments, entering practical activities, with the active participation of various levels of Youth Union and Youth Union members, creating a positive impression of Vietnamese youth in the new era. Youth organizations at all levels have proactively proposed and undertaken thousands of important socio-economic projects, such as monkey bridge removal projects, building new bridges in the Mekong Delta region, constructing Youth Islands, building the Ho Chi Minh Highway, establishing Youth Start-up Villages... From December 8 to 11, 2002, the 8th National Youth Union Congress launched the large-scale movement 'Competition, Volunteerism in Construction and National Target Program' and called on Vietnamese youth to tighten their hands under the glorious flag of the union, pledging to follow the revolutionary path of the Party, Uncle Ho, and the people's choice, seizing the opportunity, overcoming challenges, and contributing significantly to the country's renewal cause.
The campaign 'Vietnamese Youth Learning and Following Uncle Ho's Words' has been seriously implemented by all levels of Youth Union and Youth Union members, with strong attraction and extensive dissemination, creating profound social effects, significantly enhancing awareness, nurturing revolutionary ideals and beliefs for the younger generation.
Especially on November 29, 2005, at the 8th session of the XI National Assembly, the 'Youth Law' was officially passed, marking a significant turning point in enhancing state management of youth affairs, creating opportunities and favorable conditions for young people to train, dedicate, and mature. And at the 7th Conference of the Central Committee of the X term on July 25, 2008, Resolution No. 25 'On strengthening the Party's leadership in youth work in the period of industrialization and modernization boost,' This resolution on youth work demonstrates our Party's continued emphasis on the role and important position of youth; defining youth as the vanguard force in the new revolutionary period.
The 9th National Youth Union Congress took place in Hanoi from December 17 to 21, 2007. The Congress affirmed: The Ho Chi Minh Communist Youth Union continues its comprehensive innovation, striving to truly become a close friend of youth, guiding youth towards revolutionary ideals and noble values, accompanying youth in self-establishment, self-employment, and actively participating in socio-economic development and national defense. During the term 2007 - 2012, the Ho Chi Minh Communist Youth Union focused on implementing two major movements: '5 Initiatives for Socio-Economic Development and Homeland Protection' and '04 Accompanying Youth in Self-Establishment and Self-Employment.'
From December 11 to 14, 2012, the 10th National Youth Union Congress took place in Hanoi. The Congress set the general goal: To contribute to building a youth generation rich in patriotism, socialism, political courage, legal awareness, revolutionary ethics, and beautiful lifestyles, with dreams and aspirations to advance the country, possessing knowledge, health, social skills, professional competence, mastering modern science and technology. Continue to improve the quality of Union organization, expand the solidarity front to gather youth; promote the vanguard role together with the entire Party, the entire people, and the entire army to successfully implement the industrialization and modernization of the country, for the goal of a prosperous people, a strong nation, democracy, fairness, civilization, and contribute to fundamentally turning our country into an industrialized nation in a modern direction by 2020. During the term 2012 - 2017, the Ho Chi Minh Communist Youth Union continued to focus on implementing two major movements: '5 Initiatives for Socio-Economic Development and Homeland Protection' and '04 Accompanying Youth in Self-Establishment and Self-Employment.'
The two above movements aim to unleash the potential of youth, create an educational environment, and train young people, for the development of youth, of the community, and the country; at the same time, contribute to protecting and caring for the legitimate interests of youth, strongly stimulate the potential of youth and mobilize social resources to help guide, instruct, and support youth.
2015 marks the midpoint of the term for implementing the Resolution of the 10th District Youth Congress and resolutions of the Youth Congresses at all levels, commemorating many major anniversaries of the Party and the country; welcoming the 11th District Party Congress...., term 2015 - 2020. This places demands on the Youth Union at all levels in the district to strengthen traditional education, political and ideological education for members, youth, while enhancing the vanguard role and voluntary spirit of youth participating in socio-economic development and homeland defense, participating in building and protecting the Party's state power with the theme 'Proudly Advancing under the Party Flag,' with the action slogan 'Steadfast Profession - Standardized Behavior - Dare to Think, Dare to Do,' many movements and activities have been deployed and have achieved initial results:
Organizing the 'Volunteer Spring 20...' activities linked to practical actions such as: distributing 33 gifts, repairing electricity for 33 poor youth households in 11 communes, presenting 42 gifts to underprivileged children of early laborers on the occasion of Spring.........., with a total value of 65 million VND.
Coordinating with various sectors, sponsored units, and philanthropists to build and hand over 04 'Humanitarian' houses to needy Youth Union members facing housing difficulties.

These days are filled with the enthusiastic atmosphere of the Youth Union nationwide. Youth Union chapters at all levels have been striving to achieve many accomplishments to celebrate the anniversary of the establishment of the Ho Chi Minh Communist Youth Union and significant events of the country. Today, together with the Youth Union nationwide, we commemorate the glorious history of the Ho Chi Minh Communist Youth Union.

I. The Birth of the Ho Chi Minh Communist Youth Union:
In the spring of 1931, from March 20 to 26, at the 2nd Central Party Executive Committee Meeting, the Party Central Committee devoted a significant part of the agenda to youth work and made particularly meaningful decisions, such as requiring Party committees at all levels, from central to local levels, to immediately assign Party members to be responsible for Youth Union affairs.
With the strong development of the Union across the North, Central, and South regions, numerous grassroots Union organizations emerged nationwide, with about 1,500 Union members. Some localities established Union organizations from communes, districts to grassroots levels. The rapid development of the Union promptly met the urgent demands of the youth movement in our country. It was objectively driven in line with our revolutionary cause and reflected the immense contributions of the Party, especially President Ho Chi Minh - the beloved leader who founded and nurtured the Union. With the permission of the Party Central Committee and President Ho Chi Minh, in accordance with the proposal of the Vietnam Labor Youth Union Central Committee, the 3rd National Congress convened from March 22 to 25, 1961, decided to designate March 26, 1931 (a day during the final stage of the 2nd Central Party Executive Committee Meeting, dedicated to discussing and deciding very important issues related to youth work) as the annual Youth Union establishment day. March 26 became the glorious day of Vietnamese youth and the Ho Chi Minh Communist Youth Union.
From March 26, 1931, until now, to adapt to the requirements of each revolutionary period, the Union has changed names several times:
From 1931 to 1936: Vietnam Communist Youth Union, Indochinese Communist Youth Union
From 1937 to 1939: Democratic Youth Union of Indochina
From 11/1939 to 1941: Anti-Colonial Youth Union of Indochina
From 5/1941 to 1956: Vietnam Salvation Youth Union
From 25/10/1956 to 1970: Vietnam Labor Youth Union
From 2/1970 to 11/1976: Ho Chi Minh Labor Youth Union
From 12/1976 to present: Ho Chi Minh Communist Youth Union

For 83 years of dedication and maturity under the glorious banner of the Party and beloved Uncle Ho, our youth organization has built up glorious traditions.
These include:
+ The tradition of profound patriotism, steadfast loyalty to the Party, the people, and the socialist regime.
This precious tradition has created invaluable motivation throughout the historical periods, manifested in revolutionary actions, especially at the turning points of history.
In any circumstances, under any conditions, the vast majority of our youth always tightly unite around the Party's leadership, strictly adhere to the Party's principles and policies, and abide by the State's laws.
+ The tradition of revolutionary vanguard troops, daring to take on heavy tasks, daring to go to difficult and harsh places, daring to think creatively... to fulfill the assigned tasks.
Following Uncle Ho's teaching: 'Wherever there are young people, there are no difficult tasks for them,' the young generation of our country always upholds the spirit of enthusiasm, ready to volunteer to wherever the Fatherland needs, whether it be border areas or islands, whether the work is new or challenging.
+ The tradition of solidarity and unity within peer groups, within youth organizations and associations; solidarity with the people; mutual love and assistance in times of adversity, especially when facing enemies or natural disasters.
National and international solidarity always blend together, sympathizing and uniting for the lofty goals of the nation and the era.
+ The tradition of being studious, eager for knowledge to improve one's political, cultural, scientific, technical, managerial, and military capabilities... passionately engaging in practical activities, to contribute to the nation's and the Party's cause.
Learning in schools, learning in life, learning to become useful members of society is always the aspiration of our youth generations, aiming to excel more and more.
Upholding the cherished traditions mentioned above, the generations of Youth Union members, young people, and the Town Secondary School, specifically, and the whole country in general, have followed each other's footsteps in contributing to the increasingly robust revolutionary cause of our nation, overcoming all difficulties and challenges to achieve monumental victories, creating glorious miracles in the 21st century that elevate our socialist homeland to a deserving position in the international community, harmonizing with continents during the period of integration.
Finally, I wish all delegates and teachers good health, happiness, and success in their work, and I wish the students diligence and excellence in their studies.
