Ministry of Finance Circular 05 provides guidelines on declaring and paying vehicle taxes online in Hanoi and Ho Chi Minh City, issued in mid-January 2018, effective from March 16, 2018 until December 31, 2019. The circular also clarifies that vehicles here do not include trailers or semi-trailers towed by vehicles, similar types of vehicles, and vehicle shells, chassis, and engine assemblies that are replaced and must be registered with competent state agencies.
Through Circular 05, organizations and individuals under the tax authority's management with unused vehicles (excluding vehicles received as inheritance or gifts) as well as organizations declaring according to legal provisions, can submit tax declaration documents electronically through the Tax Department's online portal.
