After November 22, travelers can enter Taiwan (China) with Quan Hong visas through 121 designated travel companies in Vietnam.
Taiwan renews Quan Hong visas for Vietnamese visitors
The Taipei Economic and Cultural Office in Taipei has confirmed the reissuance of Quan Hong visas for Vietnamese visitors after the interruption due to Covid-19, on the afternoon of November 14. Currently, travel companies are allowed to submit applications for this type of visa. However, according to information from the Taiwan Tourism Bureau in Vietnam, the earliest entry date to Taiwan is after November 22.

Therefore, Vietnamese visitors to Taiwan will use one of three types of visas: paper visas, e-visas, and Quan Hong visas. The first two types of visas are for independent travelers or those on tours, traveling solo or in groups. Quan Hong visas are exclusively for group tourists, traveling on tours organized by designated Vietnamese travel companies appointed by the Taiwan Tourism Bureau. There are 121 companies eligible to apply for this visa.
The advantage of Quan Hong visas is that the procedures are simpler compared to the other two types of visas. Applicants do not need to provide proof of financial means or employment and are granted free of charge. Consequently, the cost of tours using Quan Hong visas will decrease, creating a competitive advantage for Taiwan tours compared to other tourist markets.

According to the latest regulations issued by the island government, if a Vietnamese travel company with three members (using Quan Hong visas) splits its group, the company will be suspended from submitting visa applications for two months. If the number of split members reaches six people, the company will be removed from the list of designated units for Quan Hong issuance.
Quan Hong visas were previously suspended in December 2018 after 152 Vietnamese tourists went missing in Taiwan and were reissued in March 2019.
Taiwan opened its tourism on October 13, 2022. Tourists aged 2 and above are provided with four sets of rapid Covid-19 test kits upon entry. They must undergo testing on the first or second day. No longer mandatory quarantine, but guests still have to self-monitor their health at the accommodation for 7 days. They also need to undergo rapid testing every two days and are allowed to go out after testing negative.
