DTCL: Analysis of Patch 13.24b - Farewell to Exodia
Following the Vegas Open tournament, patch 13.24b has landed on the DTCL servers, with its biggest change being the decisive elimination of the dominating fast 9 strategy in the current meta.Prior to this, patch 13.24 had already nerfed some popular 5-cost champions like Ziggs or the Jazz-exodia comp, but that alone wasn't sufficient. Hence, this time it takes aim at something else: the emergence of 5-cost Superstars. Below are the key changes in the new patch and Mytour's assessment of their impact.

Early Level 9 is no longer superior to Level 8
The DTCL development team has finally realized the crux of why fast 9 needed a nerf, which is the ability for players to roll 5-cost Superstars capable of single-handedly turning the tables, such as Jhin, Sona, Yorick, or notably Qiyana. Especially if you manage to roll a 2-star Qiyana early, securing top 1 is almost a guarantee.
To address this, in patch 13.24b, the chances of rolling 4 and 5-cost Superstars at level 9 have changed from 90/10 to 98/2. This means now there's only a 2% chance of rolling a 5-cost Superstar, essentially eradicating the fast 9 playstyle and the tactic of selling champions to roll for new Superstars completely. The purpose of reaching level 9 is now to force roll for 2-star 5-cost Superstars. With the probability reduced to 2%, even if you hit level 9 early, it's just slightly better than an additional chess piece, requiring time to roll for 5-cost champions, rather than the previous significant power spike.
A series of economy cores or supports for the fast 9 strategy like Burning Stage, Vampire, Inspirational Vial, or Little Buddies have all been nerfed. This strategy also indirectly received another nerf with the reduction in the armor/MR of Mimic and now Support at Hand no longer yields Super Overflowing Gem. If you didn't know, Support at Hand's high win rate was largely due to Super Overflowing Gem acting like a 2 to 3 gold printing machine every round.
Qiyana Superstar also received a significant nerf with her damage when copying items reduced from 5% to 2%, effectively eliminating the fast 9 meta, bringing Exodia back to its true value instead of ubiquity in every game.
New 2-Cost Reroll Champions
In theory, patch 13.24b will continue to focus on the 4-cost strategy like patch 13.24 before, but if you're someone who enjoys rerolling, there's no need to worry as some strong buffs for 2-cost champions have also emerged. Firstly, EDM receives a significant buff by increasing the stat copying chance of the main EDM, as well as reducing the copying time of the ults of 2 champions Jax and Zac by 1 second each. Not stopping there, the Mosher tribe also receives an additional 10% attack speed at levels 4 and 6.
EDM is typically a situational and difficult-to-use comp, usually people only play Lux reroll, whereas Jax is a bit weaker; with this buff, we might see Jax appearing more frequently.
Another champion receiving a buff is Twitch, albeit to cater to the Twitch tanker playstyle by increasing this mouse's armor and MR, the Twitch Phantom comp has been quite popular lately, it seems Riot Games wants to encourage diverse playstyles, hence the relatively strong buff to Twitch.
New Tank Champions Replacing Illaoi
Speaking of tank champions, Illaoi has to be mentioned as the king of all, even at level 1, everyone throws her in because two tentacles are just too good, resulting in other 4-cost champions being forgotten unless there's a need for synergy. This patch 13.24b has buffed Zac significantly, besides increasing health, the maximum energy has also been reduced from 160 to 130. Thus, this champion will be used extensively due to its versatility in both tanking and dealing effects, replacing Thresh in cases where the comp requires a Fighter.
Poppy is also a similar case, touted as a 4-cost champion who has almost been forgotten since the beginning of season 10, even not being brought into synergies, let alone talk about it. The increased damage and buffs to Mosher above are signs of Poppy's comeback, we'll see more matches using Poppy as the carry.
