Firstly, effectively implement the Party and State's policies on families, comprehensively carry out solutions in the Vietnam Family Development Strategy 2020 with a vision to 2030, the National Action Program on the Prevention and Control of Domestic Violence, and the Family Life Education Program by 2020.
Secondly, raise awareness of the crucial role of the family in the overall development of society. Only with stable families can communities and society be stable and thrive. Economic and social policies need to consider the impacts on the lives of every family.
Thirdly, continue perfecting state management of families; actively implement programs coordinated among ministries, sectors, and localities on family work; set priority targets for each year in line with the development trajectory; complete the apparatus and personnel working on family affairs.
Fourthly, enhance information and communication about family values, emphasizing the importance of the family in social life; focus on praising good examples and criticizing behaviors inconsistent with tradition, customs, and family values.
Fifthly, promote activities of the nationwide movement to build cultural and family life; focus on studying the dynamics of modern Vietnamese families, proposing and developing appropriate, effective policies. The achievements recognized at today's conference are the efforts of mothers and sisters, sourced deeply from the empathy, assistance, and protection provided by families and communities, as well as from governments and organizations across the country. The Party and State highly appreciate the proactive and innovative efforts of local authorities and organizations, guided by the spirit of 'remembering the source when drinking water,' in creating favorable conditions and providing resources to assist policy families in overcoming difficulties and striving for deserved prosperity. Women's Union at all levels has consistently excelled in the 'repaying gratitude and fulfilling responsibility' movement, creating opportunities for policy families to access activities that eradicate hunger, reduce poverty, acquire knowledge about family life, igniting warmth in every family, helping people live healthy, beautiful, and useful lives, collectively building warm, equal, progressive, and happy families.
Through appropriate strategies and policies to mobilize participation from the entire political system, our Party and State have created favorable conditions and consistently encouraged individuals and families to improve their quality of life, building happy families. Resolution 47 of the Politburo on continuing to strengthen family planning, Directive 49 of the Party Central Committee on family affairs, and the Vietnamese Family Strategy demonstrate the determination of the entire Party and people towards the goal of building prosperous, equal, progressive, and happy Vietnamese families.
In implementing these strategies, Women's Union at all levels has persistently and actively tapped into various resources, organized vocational training, provided guidance for production and business, affirmed models for eradicating hunger, reducing poverty, and fostering economic excellence for women. The efforts of Women's Union at all levels have indeed been beneficial, helping tens of thousands of women and families rise to build stable and more prosperous lives.
On behalf of the Party and State leadership, I enthusiastically commend the exemplary examples of policy families. Simultaneously, I praise and highly appreciate the Women's Union at all levels for their significant contributions and effective implementation of the 'repaying gratitude and fulfilling responsibility' policy in the past period.

Our country is facing a new opportunity, a new momentum, and challenges. The entire Party, people, and armed forces are striving to successfully implement the resolutions of the Party's X Congress, promoting socio-economic development, actively and proactively integrating into the world economy, and being determined to achieve the goal of bringing our country out of underdevelopment at an early stage.
Facing new demands and with the proud history and noble traditions of Vietnamese women, we must deepen our understanding of the profound responsibility of Vietnamese women in the upcoming journey.
Departments, levels, social organizations, and people's mass organizations need to continue to care, support, timely share difficulties with policy families, helping sisters enrich themselves through their own determination and labor. I propose that the Women's Union at all levels continue to 'effectively implement preferential policies for those who have merits to the country; mobilize the whole society to participate in gratitude activities, improve the material and spiritual living standards of those with merits equal to or higher than the average living standards of the population' as determined by the 10th Party Congress's documents, bringing the national women's movement to successfully achieve the goal of building warm, equal, progressive, and happy families.
I believe that in the coming years, the movement to help policy families overcome difficulties and build happy lives initiated by the Vietnam Women's Union will continue to achieve practical and significant results, creating favorable conditions for policy families to have stable and improving lives.
On the occasion of the entire Party, the entire army, and the entire people commemorating the 60th anniversary of Martyrs and War Invalids Day, on behalf of the Party and State, I express the deepest gratitude and condolences to the Heroic Vietnamese Mothers, comrades-in-arms, veterans, and policy families nationwide. Family is the cornerstone for each individual, the cell of society, playing a crucial role in shaping and developing human character, preserving, and promoting the precious traditional cultural values of the nation. On May 4, 2001, the Prime Minister issued Decision No. 72/QD/2001/QD-TTg, designating June 28 every year as Vietnamese Family Day. This day honors the family tradition, a day when families care for each other, society turns to families, and couples understand the value of a warm home, working together to build a warm, progressive, equal, and happy family.

In the present day, Vietnamese families are being constructed with progressive humanitarian values based on the criteria of warmth, progress, happiness, while implementing gender equality and children's rights. The responsibility between men and women in taking care of family life is shared and respected. The participation of women in decision-making on important family matters, as well as in political and social activities, is increasing. Children's rights are recognized by the law and implemented and promoted by society and families.
However, in the industrialized and modern era, families still face numerous difficulties and challenges. The downside of the market economy and pragmatic, selfish lifestyles that emphasize personal freedom is strongly affecting traditional values and beautiful lifestyles in some families. Many moral values of families are deteriorating and showing signs of degradation. Social evils are infiltrating families. The prevalence of domestic violence is increasing. The gap between parents and children is widening and deepening; the bonds between relationships within families are becoming looser. The warm atmosphere in families is gradually being influenced as a result.
Family meals have significant meaning for the lives of the Vietnamese people as well as the development and formation of children's personalities. The family meal is the result of the labor of all members of the family, a place to pass on educational experiences, morals, and family lifestyles; it expresses care, sharing, and emotional connection among family members to build a family that is progressive, happy. During the family meal, family members have the opportunity to talk to each other, grandparents and parents can use stories to educate their children about love, filial piety, respect, and gratitude for their ancestors and share social behavior experiences. A family meal teaches us many valuable lessons in life.
For the family to become a peaceful and happy haven, maintaining the cultural identity, while absorbing what is good and new, family members must respect and nurture the standard values of traditional Vietnamese families and spend time caring for and helping each other progress. Creating an environment for knowledge to prevent social evils. Maintaining family meals is a necessary activity that aligns with the cultural traditions of the ethnic group and the development trends of the times.
