It's quite annoying when every time you restart your Mac, the app windows automatically reopen, and you have to manually force quit each application. I believe many Mac users share this frustration, and here's a fundamental method to stop apps from reopening automatically.
What I do is identify which apps tend to reopen and display their windows every time my Mac starts. I right-click on the app (or use two fingers on the trackpad), select Options, and then uncheck the Open at login option. This way, the app won't reopen automatically the next time we restart our Mac.
Every time you opt to restart your Mac, a window pops up as shown above. Simply uncheck the option 'Reopen windows...' and you're good to go. No more windows bothering you when you boot up your Mac. However, for me, this method feels like wiping the slate clean entirely, and I prefer having Safari open automatically on restarts for work. So, this isn't my go-to approach.
You can also navigate to System Preferences → select Desktop & Dock (for macOS Ventura) or General (for macOS Monterey and earlier) and toggle Close windows when quitting an application on. This option aims to prevent apps from automatically restoring their windows since the last time you closed the application.
