To ensure your actions are safe, the first thing you should do is back up your data to your computer or cloud storage service. Then, turn off your phone. Gently use the toothpick to remove any dirt trapped in the Lightning port.
Next, try checking if the device is charging; if it still isn't, use compressed air to clean it. If after doing this your device still won't charge, then you'll need to seek help from phone repair technicians.
