Prime Minister assigned Hai Phong Thermal Power Joint Stock Company to be the investor of Hai Phong Thermal Power Plant Project under Decision No. 1186/QD-TTg. Immediately afterward, due to the increasing shortage of electricity, the Government issued document No. 1195/QD-TTg to assign Hai Phong Thermal Power Project 2 to the company.
