Dear colleagues,
In the atmosphere of nationwide celebration for the Party and the Lunar New Year Binh Than, the healthcare sector commemorates Vietnamese Doctors' Day, a day that marks the 27th of February 1955 when President Ho Chi Minh sent a congratulatory letter to the National Medical Conference. Following his teachings, countless generations of medical professionals have devoted their lives to protecting the health of the people, fighting for independence, and building our nation.
In 202x, our province's socio-economic conditions have significantly improved, with citizens earning more and becoming more conscious of their health. People are now more proactive in seeking healthcare, visiting medical facilities earlier for treatment. Disease patterns have changed, with infectious diseases declining, while non-communicable diseases such as heart disease, hypertension, diabetes, cancer, and age-related diseases are on the rise. In response, the healthcare sector has strengthened primary healthcare services, ensuring that every citizen has access to quality health services at their doorstep while also developing advanced medical technologies at the provincial level.
Dear colleagues,
With the guidance of the Ministry of Health, Provincial Party Committee, People's Council, and People's Committee, as well as the support of various departments, agencies, and organizations, and the relentless efforts of all the staff in the healthcare sector, in 2015, the sector achieved and surpassed the targets set by the Provincial Party Congress, as follows:
- The doctor-to-population ratio reached 7.4 (compared to 5.6 in 2010); 60% of health stations now have doctors working (up from 35.4% in 2010); 70.8% of communes meet national health standards (compared to 60% in 2010); The rate of national health insurance coverage increased from 44.7% in 2010 to 73.45% in 2020. The healthcare system has been gradually improved, with healthcare networks strengthened and basic infrastructure and equipment meeting essential medical and treatment needs. Investments have been made to upgrade provincial hospitals and district health centers, as well as commune health stations.
- Continued professional training for healthcare staff at all levels through satellite hospital projects, 1816 projects, and donor-supported programs; specialized training for provincial doctors, with a focus on training general practitioners for primary healthcare stations.
- Increased supply of medicines and medical equipment: Tendering of medicines (including vaccines and biological products) organized at the Department of Health; ensuring timely and adequate delivery of medicines, chemicals, and medical supplies for disease prevention and treatment. Investment in upgrading the provincial general hospital and other healthcare centers, such as the Traditional Medicine Hospital and eye specialist centers.
- Strengthening the healthcare information system: Improving the quality of information on the Ministry of Health's website to ensure continuous, accurate updates on all healthcare activities. Maintaining and strengthening electronic offices and software systems for document management and information exchange between health units.
- Implementing circular No. 37/2015/TTLT-BYT-BTC regulating standardized health service fees for insured patients across all hospitals nationwide. Actively preventing epidemics, controlling disease outbreaks, and managing non-communicable diseases.
- Continuing to improve maternal and child healthcare, reducing maternal and child mortality rates, and combating child malnutrition.
- Enhancing medical treatment quality, focusing on developing advanced techniques at provincial hospitals, such as cardiovascular interventions, endoscopic surgeries, and preparing for the establishment of oncology departments in provincial hospitals.
- Promoting administrative reforms to avoid inconveniencing citizens and healthcare staff. Strengthening administrative discipline and ethics, increasing inspection of food safety, pharmaceuticals, vaccinations, and private medical practices.

Honored delegates and fellow citizens!
Sixty years ago, President Ho Chi Minh wrote a letter to the healthcare staff conference, and February 27th became Vietnam's Doctors' Day. Over the years, the healthcare sector has grown and developed alongside the country, with Vietnam being recognized by the international community as a leader in achieving the UN's millennium health goals, outperforming many countries with similar development levels in various health indicators.
The network of preventive healthcare, medical facilities, pharmaceutical production and distribution, financial policies, and insurance systems have all strengthened. The medical sector has not only fulfilled its duty of caring for the public's health but has also made significant contributions to global medical progress, addressing worldwide health issues.
The healthcare sector's immense contributions to the health of the people and the nation have been recognized by the Party and the State with high honors such as the Gold Star Order, the Ho Chi Minh Order, and the First-Class Independence Medal, which the sector received today. Thousands of doctors have been honored with titles like Labor Hero, People's Armed Forces Hero, National Emulation Fighter, People's Doctor, People's Teacher, Excellent Doctor, and Excellent Teacher. More importantly, the people of Vietnam will forever be grateful to doctors who, regardless of hardships, selflessly helped themselves and their loved ones overcome illness and preserve the most valuable asset of all: health.
On behalf of the Government, I would like to express my admiration for the outstanding efforts and contributions of the healthcare sector. I send my warmest congratulations, heartfelt respect, and sincere gratitude to the doctors, the people’s doctors.
At this meaningful moment, let us remember President Ho Chi Minh, pledging to carry out his deep philosophical guidance and immense compassion for healthcare workers. Let us honor the legacy of exemplary doctors like Professor Pham Ngoc Thach, Dr. Ho Dac Di, Dr. Dang Van Ngu, Dr. Tran Huu Tuoc, Dr. Ton That Tung, Dr. Ton That Bach, Dr. Dang Van Chung, and Martyr Dang Thuy Tram, whose careers and personalities shine brightly.
We also express our deep gratitude to our international friends, organizations, doctors, teachers, and individuals who have supported Vietnam’s healthcare sector and its mission to protect and enhance the health of the Vietnamese people.
The development and contributions of the healthcare sector are a great source of pride. This pride, together with the trust and expectations of the people and the challenges of global progress in science and technology, will continue to drive our healthcare workers to achieve even greater success. Our healthcare system will continue to strive for excellence and become a key contributor to global medicine, in line with President Ho Chi Minh's vision.
Every healthcare worker should be a role model of dedication, constantly improving professionally and ethically, not only to help the people maintain their health but also to leave a lasting legacy of compassion, integrity, and humanism. Whenever we hear the title of doctor, pharmacist, or nurse, we should think of knowledge, honor, and character, embodying the spirit of the Hippocratic Oath and the words of President Ho Chi Minh, who said: 'A good doctor should go where there is pain and suffer with the people.'
To all the leaders, doctors, and delegates, the Party and the State always prioritize the people. All resolutions, policies, and laws are aimed at building a comprehensive Vietnamese citizen who is healthy, happy, and free. Even amid difficulties, we continue to invest heavily in improving the healthcare system, particularly in underserved regions.
I urge all levels of the Party, government, political organizations, and social groups to support the healthcare sector in completing its honorable and challenging mission.
Let us strengthen and expand the healthcare network, especially in remote areas.
Let us accelerate the implementation of universal health insurance and improve the financial policies to mobilize resources from all sectors to support healthcare development.

Today, I am honored to attend the 60th anniversary celebration of Vietnam's Doctors' Day (February 27th) held by ........................ On behalf of the local leadership, I extend my heartfelt wishes for good health and congratulations to all healthcare workers and staff at the health station.
Looking back at 60 years of growth and development, 60 years of following the teachings of our beloved President Ho Chi Minh, 'A doctor is like a loving mother,' our healthcare system has strengthened in every aspect, including the expansion of healthcare facilities, the professional development of doctors and medical staff, and the improvement in the quality of medical care and public health services.
As we celebrate Vietnam's Doctors' Day for the 60th time, it is also a moment for us to express our deep gratitude and admiration for the Vietnamese medical community. The more we are proud of our nation's proud tradition and the remarkable achievements of our healthcare system, the more we must strive to overcome challenges, improve weaknesses, and continue to build a stronger healthcare system to meet the growing needs of the public's health, deserving of the sacrifices and efforts made by generations of Vietnamese doctors, and the trust of the Party, State, and people.
Dear comrades!
Despite the many achievements gained from the more than .... years of reform, .... year has been one where we face numerous challenges. In this context, under the leadership of the Party committees and the administration's management, with the collective effort of the entire political system, the military, and the people, we reflect on .... year with joy and pride for the accomplishments attained. Among the achievements, the healthcare sector has made significant contributions. People across most regions have received better healthcare, and population growth has been controlled. Many legal documents, policies, strategies, programs, and plans related to healthcare have been formulated and implemented with positive effects on social life.
On behalf of the local leadership, I deeply appreciate the efforts and achievements made by our community over the past year. However, alongside these successes, the healthcare sector still faces numerous challenges, including:
- Environmental pollution and social issues continue to negatively impact public health; the changing patterns of diseases; income disparity among people is creating challenges for healthcare service provision and equity in healthcare; the growing population puts additional pressure on the demand for health services; the increasing healthcare costs, while our country is still poor, and most people face economic difficulties.
- The organization of the healthcare system remains inadequate, particularly the primary healthcare system and preventive medicine; there is no harmonious integration between specialized centers and the development of grassroots healthcare networks. The healthcare system’s capacity to meet demand is limited, especially in remote areas.
- The quality of medical services does not fully meet the public’s expectations; administrative procedures in public hospitals are still complex, causing difficulties for patients.
- The quantity and quality of healthcare human resources are insufficient, with imbalances in the distribution of medical staff across regions.
- Population control remains inadequate in some areas, with the birth rate potentially increasing again and gender imbalance issues rising; family planning and maternal and child health services remain limited; overall population health remains poor.
Dear delegates, dear comrades!
Learning from the moral example of President Ho Chi Minh is an essential, ongoing task with profound theoretical and practical significance, closely linked to the nation's building and defense. The Politburo has issued Directive No. 03, and the Prime Minister has issued Directive 1973, calling on the healthcare sector to focus on implementing these directives. Every official, civil servant, and staff member must continuously cultivate, improve, and enhance their professional ethics, work quality, and effectiveness. We must link learning from Ho Chi Minh's moral example with the sector’s tasks, establish and uphold professional standards, promote exemplary leadership, and strengthen medical ethics to improve the quality and efficiency of healthcare work, contributing to the nation's socio-economic development.
The challenges facing the healthcare sector in .... year and beyond are substantial. However, I believe that with the support of the Party, the State, the entire political system, and the people, we will continue to unite, harnessing our achievements and tradition to make even greater strides in our mission to protect, care for, and improve public health.
On Vietnam's Doctors' Day, I once again wish all doctors, healthcare workers, and leaders in the healthcare sector good health, happiness, and success in their noble profession, living up to the esteemed title of 'Doctors of the People' as taught by President Ho Chi Minh.

Honorable doctors, teachers, and esteemed delegates!
60 years ago, President Ho Chi Minh sent a letter to the healthcare sector during the Medical Conference held in Hanoi. In his letter, he emphasized: 'Unity is our strength. With unity, we can overcome any difficulty and achieve many successes.' He entrusted the healthcare workers with the noble task of curing illnesses and safeguarding the health of the people. 'This is an honorable duty. Therefore, the medical staff must treat the sick with love and care, as if they were their own family. 'A doctor must be like a mother.' This is a fundamental principle.' He further advised: 'Healthcare workers should help the people and the government in building a healthcare system that suits the needs of our people.' Medical practice must be based on science, national traditions, and the people.' Although brief, the letter also encouraged a balance between traditional medicine and modern healthcare practices: 'Our ancestors possessed invaluable knowledge on herbal medicine and traditional treatments. To broaden the scope of medicine, healthcare workers should also focus on studying and integrating both Eastern and Western medicine.'
Due to the profound significance of this letter, on February 6th, 1985, the Council of Ministers (now the Government) issued Decision No. 39/HĐBT, designating February 27th as 'Vietnam Doctors' Day.' Since then, February 27th has become a national tradition for the healthcare sector. It is a source of immense pride and honor for us. At the same time, it is also a sacred duty and responsibility to our community, society, and nation. Today, our academy celebrates the 60th anniversary of Vietnam Doctors' Day (February 27, 1955 - February 27, 202x) to remember the heartfelt teachings of President Ho Chi Minh and to reflect on the proud tradition and the immense responsibility entrusted to us by the Party, the State, and the people. On behalf of the Party Committee and the Academy's management, I warmly welcome all staff, healthcare workers, and students attending this solemn ceremony.
Honorable doctors, teachers, and esteemed delegates! We are privileged and proud to be both doctors and teachers, two noble professions with the sacred missions of healing and saving lives, and educating students to carry out this mission.
On this 60th anniversary of Vietnam Doctors' Day, we once again recognize the invaluable lessons, deep affection, and significant contributions of President Ho Chi Minh to the Vietnamese healthcare sector. Each staff member of the academy must strive to uphold the principles of medical ethics and enhance the quality of healthcare. As we commemorate February 27th, Vietnam Doctors' Day, we honor the great physicians of Vietnam such as Tuệ Tĩnh, who established the foundation of Vietnamese medicine with the principle 'local medicine for local people' and emphasized disease prevention through the practice of life care. We also recognize Hải Thượng Lãn Ông Lê Hữu Trác and all generations of healthcare workers, including those from our academy, who dedicated their lives to the liberation of the nation and the care of the people's health.
We express our gratitude to all the healthcare professionals, past and present, who have dedicated their lives to building and developing our academy. The success in the development of our academy would not have been possible without the support of various ministries and organizations. I would like to extend my sincerest thanks to them. In his letter to the Medical Staff Conference on February 27, 1955, President Ho Chi Minh reminded us: 'The patients entrust their lives to you. The government has entrusted you with the noble task of curing and protecting the health of the people. This is an honorable duty. Therefore, healthcare workers must treat patients as if they were family, feeling their pain as if it were their own. 'A doctor must be like a mother.' Since then, February 27th has become a traditional day for the Vietnamese healthcare sector to reflect on and assess the implementation of President Ho’s teachings; it is also a day for the Party, State, and people to honor the contributions of healthcare workers to the nation.
For the past 60 years, guided by the wisdom of President Ho, the healthcare sector has successfully fulfilled its mission of protecting, caring for, and improving the health of the people, contributing significantly to the defense and development of our country. Alongside the nation's struggles, the healthcare sector has bravely overcome numerous sacrifices and hardships during the wars of resistance against foreign invaders, playing a key role in the great victories of the nation. With peace and unity, and during the period of reform, the healthcare system has continued to grow and expand. Hospitals and healthcare stations at all levels have been progressively improved. The number of healthcare workers has increased, and their expertise has advanced. Modern medical techniques and technologies have been applied, leading to improved healthcare services and the successful control and prevention of several dangerous diseases. Vietnam has successfully achieved most of the United Nations Millennium Development Goals related to healthcare. For these tireless efforts and great contributions, many individuals and organizations in the healthcare sector have been awarded medals and honors by the Party and State.
Dear comrades and friends,
The protection and enhancement of the people's health have always been a priority for our Party and State. Today, in the context of globalization, climate change, environmental pollution, and the emergence of new diseases, healthcare work is more crucial than ever. The 12th National Congress of the Party set the goal to continue developing and improving the healthcare system, enhancing the quality of diagnosis and treatment, expanding modern healthcare services, strengthening preventive medicine, and further advancing traditional medicine. The Party has also emphasized proactive disease prevention and controlling large outbreaks, alongside the continuous development of healthcare staff through training and improving their skills, responsibility, and ethics.
To successfully achieve these goals, the collective efforts of the entire Party, people, and political system are required, with the healthcare sector and its workforce being the main force, shouldering a heavy but noble responsibility. Building on the achievements already made, the healthcare sector must continue to innovate in its operations, financial mechanisms, service quality, and staff training; it must strengthen public health education and raise awareness among the population. Furthermore, healthcare infrastructure must be improved, advanced medical technologies and traditional medicine experiences should be utilized, and efforts should be made to produce local pharmaceuticals, vaccines, and medical equipment. Healthcare professionals must constantly strive to improve their professional skills and ethics, adhering to the wise teachings of President Ho: 'A doctor must be like a mother.'
I am confident that the healthcare sector will continue to successfully complete its noble mission and meet the expectations of the Party, State, and the people. Dear members of the Party Committee and the Hospital's Management Board.
Dear all.
Sixty years ago, on February 27, 1955, our beloved President Ho Chi Minh wrote a letter to the healthcare leadership conference, offering invaluable teachings. Since then, this day has been recognized as a day to honor doctors and healthcare workers, known as ‘Vietnam Doctors' Day.’ His guidance still holds true to this day.
On the 66th anniversary of Vietnam Doctors' Day, we reflect deeply on President Ho's lessons for the Vietnamese healthcare sector. Drawing from the noble spirit and proud traditions of military healthcare, despite numerous challenges over the years, under the leadership and direction of the Party Committee and Hospital Management, and through the dedication of our medical staff, Military Hospital 7A has developed and successfully fulfilled all its missions.
Dear colleagues!
Military Hospital 7A was founded on May 20, 1976, from the merger of two military medical units: C2 Hospital of the Saigon-Gia Dinh Military Region and K21 Hospital of the Southern Logistics Department. The hospital’s initial location was the Central Military Medical Institute, at 466 Nguyen Trai Street, P8, District 5, which remains its location today. Our core mission is to provide treatment for soldiers, support military functions, and safeguard both the government and revolutionary achievements.
For over forty years, under the leadership of the Party Committee and Military Command, and with guidance from the Southern Logistics Department, Military Hospital 7A has overcome many challenges and succeeded in fulfilling its duties. Its remarkable traditions are reflected in:
First, a firm commitment to upholding leadership and instructions from higher authorities to ensure mission success.
Second, continual learning to improve professional skills, and a proactive, innovative approach in carrying out specialized medical tasks.
Third, maintaining unity and solidarity, leveraging collective strength to build the hospital and provide excellent care to both soldiers and civilians.
Fourth, tirelessly working to maintain a strong and clean Party organization, while ensuring the hospital’s overall strength and improving the material and spiritual lives of our staff.
These traditions are part of the broader legacy of the armed forces in southern Vietnam, including the values of loyalty, innovation, independence, and solidarity. They also offer profound lessons that remain relevant in our current and future endeavors.
In recent years, the hospital has focused on building a highly skilled medical team, acquiring advanced medical equipment, and optimizing treatment systems to ensure efficient and scientific care. As the central military hospital for our region and a general hospital, Military Hospital 7A regularly participates in drills to improve its readiness to handle emergencies, disasters, and to provide medical support to islands and remote areas.
Dear colleagues!
Following the development plan for the hospital through 2025, the Hospital’s Party Committee and Management have set clear goals to address weaknesses in our operations and enhance quality management. The hospital has exceeded its goals in outpatient visits, hospitalizations, and treatment outcomes, surpassing targets by 10-15%. We have mastered advanced surgical techniques such as hip and knee replacements, arthroscopic knee and shoulder surgeries, eye cataract surgery, digestive and urological endoscopy, and lumbar spine disc surgery.
To meet increasing demand and stay competitive, the hospital has established new departments like quality management, customer service, nutrition, IT, and web management. We will continue to evaluate and improve hospital quality based on the Ministry of Health's criteria and enhance our medical ethics training to maintain high standards of service and professionalism. We are committed to fostering a cohesive team that combines expertise with compassion, meeting the healthcare needs of both the military and the general public.
In 202x, while focusing on medical tasks, the hospital also contributed significantly to COVID-19 response efforts, ensuring safety in treatment and exceeding performance indicators. The hospital's medical staff showed clear progress, introducing new procedures, opening a specialty clinic, and earning ISO 15189:2012 certification. Our hospital also contributed to COVID-19 prevention with innovations like hand sanitizers, face shields, and disinfection chambers.
Looking ahead, the hospital will continue to focus on strengthening its infrastructure, acquiring state-of-the-art technology, and improving the quality of medical research, training, and international cooperation. We will remain dedicated to enhancing medical ethics, discipline, and clinical excellence, striving to remain at the forefront of military healthcare.
In 202x, as we prepare to celebrate the 50th anniversary of our hospital’s establishment, we reaffirm our commitment to our mission, vision, and core values, ensuring our continued success and the health of our soldiers and the broader community.

Dear comrades!
Today, with the vibrant and joyful atmosphere marking the beginning of the new year, our healthcare sector is proudly celebrating the XXth anniversary of Vietnam Doctors' Day (27/2/1955 – 27/2/20XX). On behalf of the healthcare sector, I extend my warm greetings and best wishes for health, happiness, and success to all the distinguished guests and delegates present at today's ceremony. I would also like to express my heartfelt appreciation to the dedicated healthcare staff for their tireless efforts.
Dear delegates,
Every year, on this day, healthcare workers across the country come together to celebrate the tradition of Vietnam Doctors' Day, a day that reminds us of President Ho Chi Minh's letter to the medical sector. Even though President Ho is no longer with us, his words continue to resonate: "We must care for the patients, as they entrust their lives to us; we must treat them as our own brothers and sisters." These words inspire us to fulfill our duty to safeguard the health of our people with compassion and dedication.
This occasion serves as an opportunity to honor and thank the medical professionals of Vietnam. The more proud we are of our rich tradition and the significant achievements our healthcare system has made, the more determined we must be to overcome challenges and improve, strengthening our healthcare sector to meet the rising health needs of our people. We must live up to the sacrifices and efforts of past generations of doctors, earning the trust and respect of our Party, State, and people.

Thanks to the unwavering commitment of our healthcare workers, people across the country have received better care, and population growth has been effectively controlled. Numerous laws, policies, and strategies related to healthcare have been developed and implemented with positive impact on society. However, despite these accomplishments, we still face many challenges and limitations that must be addressed.

Studying and following the moral example of President Ho Chi Minh is an ongoing and vital task, one that holds deep theoretical and practical significance for the nation's development. We must integrate his teachings with our efforts to enhance professional standards, improve medical ethics, and continue improving the quality and effectiveness of our healthcare services.
Dear comrades,
The challenges faced by the healthcare sector in the year 20XX and the coming years are immense. However, I am confident that with the continued support of the Party, the State, and the people, our healthcare system will remain united, building on its achievements, and striving for even greater success in safeguarding the health of our people. On Vietnam Doctors' Day, I once again extend my best wishes for good health, happiness, and success to all medical professionals, leaders, and staff. May they continue to live up to the esteemed title of "Doctors of the People," as taught by President Ho Chi Minh.

9. Speech on Vietnam Doctors' Day 27/2, Number 2
Esteemed delegates and distinguished guests!
It is my great pleasure to attend the 60th Anniversary of Vietnam Doctors' Day (27/2) celebration, organized by ............. On behalf of the local authorities, I would like to extend my warmest wishes for health and success to all the staff and employees of the Department of Health.
Dear comrades!
60 years ago today, our beloved President Ho Chi Minh wrote a letter to the National Conference of Healthcare Officials, offering his heartfelt greetings and special attention to healthcare workers. He also reminded us, saying: "Above all, we must unite, for unity is our strength. Through unity, we can overcome any challenge and achieve great accomplishments. Unity between old and new healthcare workers, unity across all fields of healthcare..." He also emphasized the need for compassion: "We must care for the patients, as they entrust their lives to us. The government has entrusted us with the responsibility of treating and maintaining the health of our people. This is an honorable mission. Therefore, we must treat our patients with the same care as we would our own family, sharing in their pain and suffering. A doctor must be a true caregiver." Additionally, he laid out the framework for our healthcare system, which should be based on principles of science, patriotism, and public service.
Looking back at the year 202x, despite numerous challenges (listed here), our dedicated medical staff, driven by a deep love for their profession, have successfully managed the pandemic. They have met and exceeded national healthcare targets, completed projects in collaboration with the Ministry of Health and local authorities, and implemented innovative medical practices, including free eye surgeries, congenital heart surgeries, cleft lip and palate surgeries, and surgeries for hand and limb deformities. The regulation of private medical practice and food safety has been enhanced, and efforts to control the fluctuations in drug prices have been successful.
Honored delegates,
On this occasion, on behalf of the Department of Health, I would like to express our sincere gratitude to the Ministry of Health, the Provincial Party Committee, the People's Council, the People's Committee, and other organizations and agencies for their guidance and support. Their collaboration has enabled us to fulfill our mission for the year 202x.
We also hope for continued support and understanding from all sectors in addressing the challenges facing the healthcare sector, ensuring that we can continue to improve and meet our obligations.
I wish the leaders of the province, all governmental departments, and every healthcare worker happiness, prosperity, and success in their important work.

Today, in the vibrant and joyful atmosphere of the early spring, our district's healthcare sector is proudly celebrating the 60th anniversary of Vietnam Doctors' Day (27/2/1955 – 27/2/202x). I would like to extend my warm greetings and best wishes to all healthcare staff in our district. I also wish all distinguished guests and delegates present today good health, happiness, and success.
Dear colleagues!
It has become a tradition that every year, on this day, healthcare workers across the country, including those in our district, celebrate Vietnam Doctors' Day, commemorating the day President Ho Chi Minh sent a letter to healthcare workers. Although he is no longer with us, his message, “We must love the patients; they entrust their lives to you; the government entrusts you with the responsibility to cure diseases and protect the health of the people. This is a noble mission. Therefore, healthcare workers should care for patients like their own family, feeling their pain as their own; a doctor must be like a loving mother,” continues to echo deeply in the hearts of Vietnamese doctors.
The year 202x has been a year of great achievements for our province in various areas, and the healthcare sector has made tremendous efforts to overcome difficulties and has made remarkable progress. The contributions of healthcare workers are specific and deserving of recognition.
In today's context, with the rising threats of infectious diseases, particularly the constant danger of dengue fever and the global COVID-19 pandemic, the healthcare sector, through decisive leadership, has successfully contained the spread of these diseases. More importantly, we have detected cases early and treated them promptly, preventing deaths.
The primary healthcare network continues to be strengthened. Projects to upgrade and expand district hospitals with government bonds and provincial funds are being carried out...
Provincial policies for the healthcare sector, such as staff subsidies and workforce training, have had a positive impact, motivating and encouraging medical workers, and supplementing the healthcare workforce...
The provincial authorities, along with the people, recognize the many improvements in healthcare. Our doctors continue to uphold high medical ethics and expertise, working tirelessly for the health of the people. Some doctors even volunteer to donate blood, provide free medical care, and help patients with financial support. These efforts reflect the unity and shared responsibility of both the leadership and the medical community, working day and night for the wellbeing of the people. Once again, I wholeheartedly commend the achievements of our healthcare professionals.

Our province holds great potential for development in various fields, and with the diverse needs of the people, there is much work left to be done. Therefore, the healthcare sector must focus on its fundamental mission: to care for people's health, prevent and treat diseases effectively...

With the progress that the healthcare sector has made over the years, as we celebrate Vietnam Doctors' Day today, let us take a moment to express our sincere gratitude and appreciation for all doctors. These “angels in white” continue to silently and selflessly perform humanitarian work for the well-being of humanity.
On behalf of the provincial leadership, I express my profound appreciation for the contributions of all healthcare workers in the province. I hope that you will continue to build on your achievements and maintain the noble qualities of a doctor. Every healthcare team and individual should strive to uphold the 12 ethical principles of medicine, improve their professional skills, engage with the people, and serve the health needs of the community.
Though more than half a century has passed, the words of President Ho Chi Minh remain as profound and relevant as ever, with deep philosophical, social, and political significance. These teachings inspire Vietnamese doctors to reflect, study, and commit themselves even more to the noble cause of protecting and promoting public health, fulfilling the mission of “A doctor must be like a loving mother.”
Before I conclude, on behalf of the provincial leadership, I wish all doctors, nurses, and healthcare workers, as well as all distinguished delegates, good health, happiness, and success in the new year.
May our healthcare sector continue to achieve outstanding results in its work.
