Hoang Van Thu Primary School was established by Decision No. 16/QD.UB on January 17, 1997, by the Chairman of the Lao Cai Town People's Committee. It was split from the Coc Leu Primary School. With over 15 years of history, Hoang Van Thu has become a school with proud traditions.

The school is equipped with modern teaching tools, including a computer lab (27 computers), a language classroom, a digital piano room (8 pianos), 3 interactive whiteboards, projectors in all classrooms, quality audio systems, a well-equipped canteen, and a multi-purpose hall over 200m². The school was recognized as a National Standard Primary School, Level I, in 2006.

In the past five years, both the overall and advanced academic quality of the school have continuously improved. All students advance to the next grade level, with no student repeating a grade.
