Thien Ho Duong Primary School was established in 1976, built on the site of an old school with four dilapidated barracks and an uneven, cracked playground. In 1982, the school constructed a new block of five classrooms, leveled the playground, filled in water pits, and planted trees.

In 1984, the school expanded with a new block of ten classrooms, spearheaded by the District 10 Department of Education. The school’s environment became more organized, with lush greenery and a cleaner atmosphere. In 1985, the District 10 People's Committee funded another block of ten classrooms, which was completed and inaugurated in 1986. In 2000, the District 10 People's Committee invested in constructing a new building with 15 additional classrooms, which was completed in time for the 2000-2001 school year.
