1. Eligibility for Support

- Union members, officials, civil servants, employees in agencies, units, and enterprises;

- Priority for union members; members and workers facing difficulties due to COVID-19, occupational accidents, occupational diseases, or extreme poverty.

Many workers are affected by the Covid-19 pandemic.

2. Support Conditions

- Workers participating in social insurance at private enterprises and non-public units paying union fees are eligible;

- Officials, civil servants, and employees in organizations and units with a grassroots union affiliated with the City Federation of Labor.

Note: Union members and workers already supported by the City Federation of Labor under Announcement 375/TB-LĐLĐ are not eligible for assistance under this Guidance.

Workers receive support in cash, with an amount of 300,000 VND per person.

3. Sequence, Procedures for Implementation

Step 1: Prepare the dossier, including:

- Support request documents from the grassroots union and businesses (for businesses without a grassroots union);

- List of union members and workers seeking support with confirmation from the social insurance agency.

Step 2: Submit Documents

Businesses and grassroots unions complete the dossier and submit it to the higher-level union directly at the grassroots level, no later than January 5, 2022.

Step 3: Document Appraisal

Step 4: Support Disbursement

Complete support disbursement before January 20, 2022.
