With the attention and support from the Central ministries, departments, and under the leadership and guidance of the Provincial Party Committee and the Provincial People's Committee, today's Conference on the Announcement of the Comprehensive Socio-Economic Development Plan of Hoa Binh Province until 2020; the Commemoration of Vietnamese Entrepreneurs' Day; and the Recognition of Outstanding Enterprises and Entrepreneurs of Hoa Binh Province for the 2nd time in 2013 is taking place in an atmosphere of great excitement. This is a deeply meaningful socio-political activity, demonstrating the province's recognition and appreciation of the significant contributions made by enterprises to the economic and social development of the province. Furthermore, the conference serves as a platform for businesses and investors to exchange experiences, share information, and strengthen collaboration and connectivity.

The business community of Hoa Binh province has experienced continuous development in recent years, integrating with the general trend of societal progress. The structure, scale, and operational fields of enterprises have undergone appropriate changes in line with the economic restructuring towards increasing the proportion of industry and services. Overall, the efficiency and competitiveness of enterprises have been enhanced. The business community has made significant contributions to maintaining high and stable economic growth rates. Annually, businesses contribute over 70% of the total provincial budget revenue, provide stable employment for approximately 62,000 workers with an average income of over 3 million VND per month, and actively participate in charitable activities, annually supporting hundreds of billion VND to welfare funds to ensure social security at the local level. Enterprises consistently adhere to the Party's policies, state laws, fulfill tax obligations, and ensure benefits for employees. Many businesses have been honored with prestigious awards from the Party and State, such as Labor Medals, Government Emulation Flags, Prime Minister's Commendations, and the Golden Star Award of Vietnam...
On behalf of the Business Association, I sincerely thank the Central ministries, departments, the Vietnam Association of Small and Medium Enterprises, the Vietnam Chamber of Commerce and Industry, as well as Party committees and local authorities for their attention and support in creating favorable conditions for business development. To contribute to the successful implementation of the industrialization and modernization of our homeland Hoa Binh, serving as the leading force on the economic front and in international economic integration, the Hoa Binh Business Community is facing great opportunities and challenges. Especially amidst the complex global and domestic economic situation, it is imperative for the Hoa Binh Business Community to recognize its responsibilities and missions, prioritize the national interests above all else, unite and cooperate to create immense strength to overcome these challenges. We believe that under the leadership of the Party, with the support of state agencies from central to local levels, and through our collective efforts, the Hoa Binh Business Community will continue to build on its achievements, overcome difficulties, and contribute significantly to the province's socio-economic development. Today, the People's Committee of Thanh Hoa province solemnly celebrates the Vietnamese Entrepreneurs' Day on October 13, honoring entrepreneurs and exemplary products of Thanh Hoa province in 2016. On this occasion, allow me, on behalf of the business community, to extend our warmest congratulations to all the entrepreneurs of Thanh land, the soldiers in peacetime, the vanguard force on the economic front.
Distinguished delegates! In a letter addressed to the business community on October 13, 1945, President Ho Chi Minh wrote: 'The government, the people, and I will wholeheartedly assist the business community in this constructive endeavor. National affairs and household affairs always go hand in hand.' This compassionate and profound teaching of our beloved President has been remembered by generations of Vietnamese entrepreneurs, including those from Thanh land. We understand that only in a peaceful, independent, innovative, and integrated country can businesses have the conditions to accelerate development, and the nation can prosper.
Distinguished delegates! Esteemed entrepreneurs! Despite some remarkable achievements, our province still faces many challenges. How can we renew and develop our homeland in line with its advantages and potential is always a concern for the business community. How to ensure stable employment for the people of Thanh Hoa in their own homeland, without having to seek employment elsewhere, so that they can contribute to the construction of their homeland, is both a question and a responsibility that drives us to strive harder.
In recent years, the Party committees and authorities of Thanh Hoa province have always paid attention to enterprises and the development of the entrepreneur force. Resolution 02 of the Provincial Party Committee and Resolution of the 18th Provincial Party Congress both emphasize the role of enterprises and entrepreneurs and through creative institutionalized actions via mechanisms and policies to support enterprise development. This is an important foundation for our entrepreneurs to advance for the goal of 'national interest, people's benefit,' as urged by President Ho Chi Minh.
Distinguished delegates! After a long and arduous journey to affirm our role and position, we can now proudly say that the term 'entrepreneur' has been enshrined in the constitution. We are excited and confident because our Party has issued a resolution on entrepreneurs, and we are moved to be paraded in the union block: labor - agriculture - intellect - business during the grand National Day celebration marking 70 years since the establishment of the country.
Amidst the joy and excitement celebrating the traditional Vietnamese Entrepreneur Day, we hope that the spirit of dedication mentioned by Uncle Ho in his letter to the business community will permeate every civil servant and official in every government agency. We anticipate that Government Resolution 35, with its spirit of state creation, focusing on serving businesses, will inject new vitality and motivation for entrepreneurs. We look forward to the '3 companions, 5 supports' program recently launched by Prime Minister Nguyen Xuan Phuc on Vietnamese Entrepreneur Day being embraced by Thanh Hoa province through concrete actions and initiatives to support business development.
On the occasion of Vietnamese Entrepreneur Day, on behalf of the business community and entrepreneurs in Thanh Hoa, I extend heartfelt gratitude to the Party, State, Government, central organizations, Party committees, authorities, and people of Thanh Hoa province for their constant attention, care, and support in fostering enterprise development and nurturing the entrepreneur force.
I express gratitude to the laborers and their families who have stood by, supported, and shared the challenges with us entrepreneurs to build and develop our businesses. Today, on the occasion of the Vietnamese Entrepreneur Day on October 13th, the City Party Committee - People's Council - People's Committee - Fatherland Front Committee organizes a meeting with outstanding enterprises and entrepreneurs of the year 2017. On behalf of the city's leadership, I warmly welcome all delegates and 200 outstanding enterprises and entrepreneurs who have attended this meeting. I extend my best wishes to all esteemed delegates, to the entire community of businesses and entrepreneurs throughout the city - wishing you all the best - may you always be healthy and happy.

The business community and entrepreneurs are essential parts of society, primarily responsible for generating employment, producing wealth, and playing a vital role in the economic and social development as well as national security of the country. Alongside the business community, the entrepreneurs of Viet Tri City have experienced rapid development in both quantity and quality. The structure, scale, and fields of operation have undergone appropriate changes in line with the economic restructuring, resulting in increased efficiency and competitiveness. As of now, there are over 3,000 enterprises in the city contributing significantly to economic and social growth, positively addressing employment issues, generating income for workers, contributing to the state budget, and implementing social welfare policies.
In the context of our country's deepening international integration and based on the Party's and State's policies, the city has led, directed, and applied flexible and timely solutions, in line with new developments, along with efforts from the business community and all layers of society to develop the city comprehensively in all areas. The economy continues to grow, with the city's appearance becoming more vibrant, green, cleaner, and peaceful. Urban infrastructure is increasingly modernized, with transportation systems being enhanced and integrated with regional and national networks (in recent years, the city has attracted investments in several important external transportation routes such as Hac Tri Bridge connecting to Vinh Phuc province; Phu Dong Road, Truong Chinh Road connecting the city to the Noi Bai - Lao Cai expressway, Thuy Van Industrial Zone connecting to National Highway 32C, and soon the Viet Tri - Ba Vi Bridge connecting the city to the capital, Hanoi). Urban transportation systems are also being newly constructed, upgraded, and repaired, such as Vu The Lang Road, Chau Phong Road, Tran Phu Road, Au Co Road, roadbed renovations, and sidewalks on Hung Vuong Street. The electricity and water infrastructure is also receiving investment and upgrades. Key cultural and tourist sites have been completed and put into use, such as the Historical Relic Area of the Hung Kings Temple, Hung Vuong Square, Van Lang Park, and major projects by enterprises such as Wincom Shopping Center, Big C, Muong Thanh Hotel, Sai Gon Phu Tho Hotel (soon to be Viet Tri Trading Center, warehouses, and wholesale market), and the infrastructure of new urban areas that have been and are being put into use to serve the people, promote economic and social development, and develop city services and tourism. Social and cultural progress has been made; national defense and security are maintained, ensuring stable social order. The added value of the city's economy has been maintained at a relatively high growth rate; in 2016, total state budget revenue in the city reached and exceeded the planned target; in the first 9 months of 2017, state budget revenue is estimated to reach 714,065 billion VND, equal to 100% of the annual estimate and 171% compared to the same period, with the average income of city residents reaching 75 million VND/person/year; job creation, social security, poverty reduction, humanitarian work, and charity have achieved many positive results... These significant achievements of the city, including the substantial contributions of the business community, affirm the pioneering role of enterprises and entrepreneurs in the city's economic and social development.
On behalf of the city's leadership, I acknowledge and highly appreciate the achievements of the city's business community and entrepreneurs in recent years. I welcome and commend the departments, committees, units, and wards that have created favorable conditions, timely listened to, understood, and resolved production and business difficulties for enterprises; honored and recognized outstanding entrepreneurs, enterprises, and individuals for their excellent business performance and good compliance with state policies; thereby, elevating the spirit and social responsibility of enterprises and entrepreneurs in fulfilling economic development tasks and ensuring social security in the city.
Dear distinguished entrepreneurs!
Although increasing rapidly in number, the majority of enterprises in the city have small scale, low capital, high production costs, limited product quality, and many operate cautiously. Some enterprises lack distribution and marketing networks, making it difficult for them to directly access the market. There are still few enterprises with breakthrough production and business strategies, and there is a lack of enterprises and entrepreneurs with large brands.
Implementing the directives of the Central and provincial authorities on supporting and developing enterprises; building and promoting the role of the entrepreneur team in the new period; in recent years, Viet Tri City has frequently shown concern for and accompanied enterprises; proactively proposed support policies, improved the investment environment, attracted investment capital from domestic and foreign enterprises; resolutely directed administrative procedure reforms, improved the quality and ethics of public servants, especially those working directly with enterprises; implemented a streamlined one-stop mechanism and a modern e-government model to minimize procedures, reduce time in resolving work with organizations, citizens, and enterprises; Corrected inspection and examination work for enterprises to reduce overlapping, inconvenience, and disturbance to enterprises; created the most favorable conditions regarding infrastructure, especially transportation infrastructure, land, premises, ensuring security, order, and asset safety... the most favorable conditions for enterprises to develop comprehensively, achieve the highest efficiency in production and business activities.
Together with the national entrepreneur team, entrepreneurs in Viet Tri City are facing significant opportunities and challenges, especially in the current complex global and domestic economic situation with many difficulties. However, we also have many development opportunities in the coming years as the transportation network is relatively complete and the wave of FDI enterprises tends to invest in Vietnam. Thus, seizing opportunities and establishing joint ventures for small and medium-sized enterprises in our city to have opportunities for industrial development, especially supporting industries, is crucial.
Another crucial aspect emphasized during today's gathering is the City's leadership continuing to convey to entrepreneurs the strengths and development orientation of the City in the present and in the years to come. This entails leveraging and efficiently utilizing existing potentials and advantages, focusing on implementing three breakthroughs in infrastructure investment, service development, especially in tourism services, and constructing a civilized, cultural urban area. It involves mobilizing all resources, harnessing comprehensive strengths to foster rapid and sustainable socio-economic development, enhancing the material and spiritual lives of the people, and building Viet Tri into a City of Festivals reconnecting with the roots of the Vietnamese nation.
Dear entrepreneurs, alongside other investment sectors, the service and tourism sectors in our city currently hold substantial potential and conditions for development. However, there are still few enterprises and entrepreneurs investing and operating in this field, and their scale remains small. The City acknowledges the challenges and limitations in terms of resources and experience faced by enterprises investing in this sector. The City trusts that with the dynamism, creativity, and bold initiatives of city entrepreneurs, coupled with the support, assistance, and conducive conditions provided by the Province and the City, in the coming years, our city will witness the emergence of strong enterprises and successful entrepreneurs in the service and tourism sectors. Our city will become an attractive destination for both domestic and international tourists and will be worthy of being recognized as a City of Festivals reconnecting with the roots of the Vietnamese nation.

Reflecting on the current situation of enterprises in the City, the opportunities, challenges, and new prospects, I propose the following to the City's entrepreneurs:
1. Continue to elevate the sense of responsibility, leverage the role of self-reliance, and unity within the business community. Be proactive in overcoming challenges, seeking market opportunities, incessantly enhancing management skills, applying advanced science and technology, mastering legal frameworks, and recruiting talented individuals to develop and enhance product quality. I believe effective management is the key determinant of each enterprise's success.
2. Establish the enterprise's brand - Enhance business ethics; refrain from selling counterfeit or low-quality goods. Ensure that products meet quality standards, construction projects adhere to high technical and quality standards, and services are attentive and of high quality. This is crucial in asserting the brand and ensuring sustainable development of the enterprise. Additionally, proactive participation in the 'Vietnamese prioritize Vietnamese goods' campaign is encouraged. I urge today's exemplary enterprises to lead in fulfilling this requirement.
3. Cultivate the image of a successful entrepreneur linked with corporate culture, philanthropy, and social responsibility. While many enterprises have excelled in this through social and charitable activities and fostering a cultural lifestyle, some businesses solely focus on commercial activities without considering philanthropic, charitable, or community-building endeavors, or cultivating a cultural business style. In the upcoming period, enterprises need to focus on building their image and brand through the establishment of a corporate culture.
I particularly urge businesses, instead of providing vague suggestions, to identify specific obstacles and difficulties; to honestly and promptly report negative occurrences, interferences, and unlawful acts by officials that hinder businesses; and to propose reasonable and receptive solutions for the City and Province to address.
4. I suggest that city departments and units, as well as the People's Committees of wards and communes, listen to and consider the recommendations of businesses; regularly show concern, share, and accompany businesses, shifting from rigid administrative management to a service-oriented model that fosters business activities. The City will handle and strictly address any actions or behaviors that impede businesses, hindering their development and investment attraction in the City solely for personal gain.
With the City's attention, support from business associations, and the efforts, unity, and intelligence of the City's entrepreneurs, I firmly believe that: the City's business community will build on its achievements, overcome challenges, and contribute significantly to the City's socio-economic development; contributing to making the City wealthier, more beautiful, and more civilized.
Once again, on behalf of the City's leadership, I extend my warmest congratulations to all delegates, esteemed guests, and the entire business community in the City;
