1. What is an identification code?
In Decree 137/2015/NĐ-CP, the term Identification Code is mentioned in article 13. According to this, the personal identification code (abbreviated as ID code) is a sequence of 12 natural numbers issued by the Ministry of Public Security. Similar to an identity card number, each person will have a unique and specific ID code, which is not the same as anyone else's.
The structure of the ID code consists of:
- The first 3 digits are the provincial code, centrally-run cities, or possibly the country code according to the birth certificate.
- The next digit is the century of birth, gender of the citizen.
+ Citizens born from 1900 - 1999 (20th century), the code with Male is 0, and with Female is 1.
+ Citizens born from 2000 - 2099 (21st century), the code with Male is 2, and with Female is 3.
+ Citizens born from 2100 - 2199 (22nd century), the code with Male is 4, and with Female is 5.
+ Citizens born from 2200 - 2299 (23rd century), the code with Male is 6, and with Female is 7.
+ Citizens born from 2300 - 2399 (24th century), the code with Male is 8, and with Female is 9.
- The next 2 digits are the year of birth. For example, citizens born in 1995 have a birth year code of 95.
- The last 6 digits are random.
This identification code will be secure, helping state agencies to easily and quickly access personal information when necessary.
All citizens meeting the following criteria will be issued a personal identification code:
- Possess a birth certificate.
- Renew or switch to a citizen identity card with a chip embedded.
2. How to check personal identification code
If you're wondering where to check your personal identification code and what it looks like, then follow the online method below to check your personal identification code.
2.1. Check the identification code on the citizen identity card
According to regulations, the personal identification code is indeed the number on the citizen identity card (CCCD). Therefore, if you already have a CCCD, you can easily check this code.
2.2. Look up the identification code on the Residence Management Service Portal
If you haven't obtained a CCCD or have obtained one but haven't been issued yet and want to view your personal identification code, follow the steps below.
Steps to check personal identification code online:
- Step 1: Go to the Residence Management Service Portal HERE.
- Step 2: In the top right corner, click on 'Login'.
- Step 3: Choose 'National DVC Account' as shown below.
- Step 4: Next, select 'Account issued by National Public Service Portal'.
- Step 5: Enter your identity card or citizenship card number, password, and verification code into the box, then click 'Login'. (If you don't have an account, click 'Register' below the 'Login' button and follow the instructions).
- Step 6: After successful login, click on 'Public services' and then select 'Residence notification'. Now, in the Notifier information section, the identification code will be displayed in the 'ID/CCCD/Citizen Card' box.
3. How to register for an electronic identification account
Starting from February 25th, citizens will be issued identification codes by the Ministry of Public Security. Therefore, you can easily register for an electronic identification account following these steps:
- Step 1: Visit the chip-embedded CCCD registration agency and provide information such as email, phone number, dependent information along with accompanying documents for assistance and processing by staff.
- Step 2: Proceed with the CCCD application process according to the agency's requirements.
- Step 3: Staff will process the information and issue CCCD in accordance with regulations.

4. How to determine the personal identification code for children
In addition to citizens who already have a chip-embedded CCCD, Children Identification Card, children are also issued a personal identification code by the Ministry of Public Security. However, as they do not have a chip-embedded CCCD or Identification Card, you cannot check the identification code online through the Public Service Portal or on the CCCD, but only through the birth certificate.
According to the information, the number sequence on the birth certificate is used to register for the identification account. Additionally, this identification code is unique.

5. How to obtain the identification code for students
If the subject is a student and you cannot find the identification code on the birth certificate, bring the household registration book and go to the district police station where you register your permanent residency to request the student's identification code. This code will later be the code on the chip-embedded CCCD.
