Note: Ensure you select the correct rice paper when purchasing. If unable to find rice paper, you can substitute with rice wrappers, although they tend to soften faster than rice paper.

Step 4: Add in ½ cup of dried shrimp, quail eggs, scallions, cilantro, dried shallots, and roasted peanuts, then mix thoroughly once again by hand.
