
1. Who is eligible for an electronic identification account?
An electronic identification account (EIA) comprises a username, password, or other authentication method established by the electronic identification and authentication management agency, according to Article 6 of Decree 59/2022/NĐ-CP.

According to Decree 59/2022, individuals and organizations eligible for an electronic identification account include:
- Individuals aged 14 and above can register for an electronic identification account through the VNeiD application. Those under 14 can register under the electronic identification account of their parent or legal guardian.
- For other guardians, registration should be made under the electronic identification account of the guardian.
- Government agencies or organizations established or registered to operate in Vietnam.
All citizens are exempt from the costs of electronic identification registration. The identification account will have the same validity period as the chip-embedded ID card.
2. Is electronic identification susceptible to personal information leakage?

- Data regarding electronic identification is not stored on mobile devices with the VNeID application installed, making it difficult for hackers to access the device to steal information.
- Only when citizens register for access will it be displayed on the application. When government officials request to verify personal information or documents of citizens, citizens must grant permission (provide authorization for verification) for officials to view the information.
- Third parties (banks, e-wallets, healthcare, insurance, public service systems) wishing to use citizen data must obtain consent from the account holder.
Step 1: Download and install the VNeID app from either Google Play or the App Store to your mobile device.
Step 2: Enter your personal identification number (CCCD) and the registered phone number with the network provider; take a portrait photo as instructed on VNeID and submit a request for electronic identification account through the VNeID app.
Once done, the electronic identification management agency will notify the account registration outcome through the VNeID app, SMS, or email.

For citizens with chip-embedded citizen identification cards (CCCD), registering for an electronic identification account through the VNeID app involves the following steps:

Method 2: Directly register for level 2 electronic identification account at the authorized agency.

Citizens visit commune, ward, township police stations or places for ID card issuance to proceed with electronic identification account registration.
Present the chip-embedded ID card, provide a phone number or email address, and request additional information integration into the electronic identification account.
Reception officers input citizen-provided information into the electronic identification and authentication system, capture portrait photos, collect citizen fingerprints for verification with the national ID database, and confirm consent to register and establish the electronic identification account.
The electronic identification management agency notifies the registration result through VNeID application, SMS, or email address.
In case citizens have not been issued an electronic chip-embedded ID card, the police authority issues a level 2 electronic identification account along with the ID card issuance.
