This new capability appears in the Background & downloads settings for some YouTube Premium subscribers in stable and beta versions, v15.49.34 and 15.50.32. Upon tapping the 'Cross device offline settings' option, you'll see a window asking which devices you want to sync, along with the 'Allow downloading to this device' button. However, when testing this feature on 2 mobile devices, downloaded content between the 2 devices isn't synchronized.
This isn't the first time this feature has been discovered. In 2018, related code strings revealed 'Updated cross device offline state' and 'Error updating cross device offline state' were found in the YouTube app. And in fact, it still exists over 2 years later. This suggests that YouTube may eventually roll out the option to sync downloaded content across multiple devices on some day.
