In addition to the summarized notification updates, iOS 18.3, iPadOS 18.3, and macOS 15.3 will automatically enable Apple Intelligence for users on iPhone, Mac, and iPad devices.
Up until now, Apple Intelligence has been an optional feature for users. When installing iOS 18.1 or 18.2, users are prompted to decide whether they want to activate the AI upgrade, and only after confirming do the new features become available.
However, with iOS 18.3, this will change. According to the release notes for the newly announced beta version, iOS 18.3, iPadOS 18.3, and macOS 15.3 will automatically enable Apple Intelligence upon installation.

Here is the official detailed information regarding this change:
For new users or those upgrading to iOS 18.3, Apple Intelligence will automatically activate during the iPhone setup process. After setting up their device, users will gain access to the features of Apple Intelligence. To disable Apple Intelligence, users must navigate to the Apple Intelligence & Siri settings panel and toggle off the Apple Intelligence switch. This will deactivate the features of Apple Intelligence on their device.
Similar notes have also been included in updates for iPadOS and macOS.
It is unclear what will happen to users who have previously enabled Apple Intelligence and later decide to turn it off in the settings. Hopefully, iOS 18.3 and future updates will not reactivate these features, but we will have to wait and see what happens after the official release comes out soon.

In general, iOS 18.3 is a release with few new features, but it is notable for including several changes to the AI notification summary feature, which has been the most controversial AI feature so far.
