The Civil Aviation Authority of Vietnam has issued a notice to Vietnam Airports Corporation, airlines, and related entities regarding the use of personal information integrated in the VneID app as a substitute for physical ID documents during flight check-in procedures.

The implementation of chip-enabled CCCD card readers at airports has significantly reduced passenger check-in times, enhancing convenience and safety for passengers using aviation services.
Following the guidance of the Ministry of Public Security and the Ministry of Transport, the Civil Aviation Authority has issued a notice requesting that Vietnam Airports Corporation, airlines, and relevant agencies comply with the new directive regarding the use of personal information integrated in the VNeID app as a replacement for physical identification documents (as previously required) to verify identity during flight check-in procedures.
Previously, the Ministry of Public Security provided instructions on using electronic identification information and digital authentication. The guidance stated that when a user employs a Level 2 electronic identity account (via the VneID app), it holds the same value as presenting physical documents that verify personal information integrated within the electronic identity account for digital transactions and activities.
With the above instructions, passengers on domestic flights can now use the personal information integrated within the VNeID app to verify their identity during check-in, replacing traditional identification documents such as ID cards, Citizen Identity Cards, and certificates of personal identification.
Additionally, passengers can continue to use traditional identification documents such as ID cards, Citizen Identity Cards, press cards, and certificates of personal identification for check-in procedures.
The electronic identification application - VNeID, developed by the National Population Data Center of the Ministry of Public Security of Vietnam, is a tool providing various online services to the public in the digital space. A Level 2 electronic identity account applies to individuals who have been issued with a chip-enabled Citizen Identity Card. Citizens can visit local police stations or other places that issue the Citizen Identity Cards to apply for a VNeID account.
VNeID facilitates digital identity verification and serves as a substitute for traditional identification documents, while also offering numerous other services for the public.
Citizens can use VNeID to access various online public services such as residence notification, permanent registration, temporary residence declaration, and temporary absence reporting.
The VNeID app can also serve as a substitute for the chip-enabled Citizen Identity Card and other documents that have been integrated and displayed on this application, including driving licenses, vehicle registration, and health insurance cards.
With the VNeID app, citizens and passengers no longer need to carry multiple physical IDs. Instead, they only need a smartphone and a Level 2 electronic identity account to replace other documents and access online public services, digital transactions, and activities in a civilized, transparent, seamless, and secure digital environment.
