Bagon is a rare Dragon-type Pokémon that can be a valuable addition to your team in Pokémon Emerald. It evolves into Shelgon and eventually Salamence, two incredibly powerful Pokémon that can even Mega Evolve in the latest versions. Bagon is difficult to find in Pokémon Emerald, as it only appears in one specific location in the entire game. Once you know where to find Bagon, you can attempt to catch it as many times as you like.
Steps
Obtain HM07 Waterfall

Progress through the storyline and earn the Mind Badge. You will need to advance nearly to the end of the game's storyline to acquire Waterfall. This Hidden Move is essential for accessing the area where Bagon can be found. Waterfall allows you to climb up waterfalls scattered throughout the game world. You will earn the Mind Badge in Mossdeep City.

Battle Team Aqua in the Seafloor Cavern. After obtaining the Mind Badge, you will gain the ability to use Dive while traveling. Use this move in the deep blue waters south of Mossdeep City to locate the Seafloor Cavern.

Continue through Route 126 until you reach Sootopolis. If you've visited Sootopolis before, you can use Fly to get there quickly. Look for the trainer Steven in the northern part of Sootopolis City.

Head to the Cave of Origin. Steven will ask you to find trainer Wallace inside the Cave of Origin. Speak with Wallace and respond with "SKY PILLAR."

Watch the cutscene and then head to Sootopolis Gym. You will witness Rayquaza battling the legendary Pokémon Groudon and Kyogre before it flies away. Speak with Steven outside Sootopolis Gym, then talk to Wallace. He will reward you with HM07 as thanks for saving the town.

Defeat Gym Leader Juan in Sootopolis Gym. After obtaining Waterfall, you won't be able to use it outside of battle until you earn the Rain Badge from Sootopolis Gym. This is the final Gym in the game, so make sure your team is fully prepared for the intense battle. Once you have the Rain Badge, you can use Waterfall anywhere in the world.
Search for Bagon

Head to Meteor Falls. Earlier in the storyline, you visited this cave, so use Fly to reach Fallarbor Town for quick access to Meteor Falls. The cave is located between Route 114 and 115.

Surf across the water to the right of the entrance. Upon entering Meteor Falls, you'll see a body of water. Move north and use Surf to navigate across the water.

Use HM07 Waterfall to climb the large waterfall. Approach the waterfall and press "A" to see a prompt asking if you want to use Waterfall.

Enter the cave at the top of the waterfall. After climbing the waterfall, you'll see a small patch of land and a cave entrance. Land on this small area and step through the entrance.

Head north and climb down the ladder. Move slightly to the right and upward to locate the ladder. Then, descend to the lower level.

Go to the northwest corner of the cave and climb the ladder. You'll encounter a pair of trainers for a battle. After defeating them, climb the ladder to the top of the room.

Hop down the ledges, moving to the left. The ladder you need is located in the bottom-left corner of the room. Jump down the ledges and move left to reach it.

Climb down the ladder and Surf across the water. Move to the northern part of the room and land on the patch of land with the cave entrance.

Enter the cave and Surf to the top of the room. This room is long and narrow, so you'll need to navigate through the water. Land on the small patch of dry ground at the top of the room.

Move around the small patch of land until you encounter Bagon. This dry, rocky area is the only place in the entire game where you can find the Pokémon Bagon. Bagon has a 20% encounter rate here, so you may need to battle several wild Pokémon before it appears.
Catch the Pokémon Bagon

Use a Pokémon with False Swipe to lower Bagon's health. False Swipe is ideal for catching Pokémon, as it reduces a wild Pokémon's HP to 1 without knocking it out. Farfetch'd, Cubone, Scizor, and Nincada are some Pokémon that can learn this move by leveling up, or you can use TM54 to teach it to another Pokémon.
- If you don't have a Pokémon with False Swipe, you can use regular moves to lower Bagon's health as much as possible without fainting it.

Use Sleep or Paralyze to trap Bagon. These status conditions increase the catch rate of Poke Balls. Many Pokémon can learn moves that inflict these statuses, and you likely already have at least one in your team.

Throw an Ultra Ball for the highest chance of catching Bagon. Ultra Balls are expensive but offer a better capture rate compared to other Poke Balls. If you've reduced Bagon's HP to 1 and inflicted it with Sleep or Paralyze, almost any Poke Ball can successfully catch it.
