To use the Wii Remote (also known as the Wiimote) and play on either the Wii or Wii U, you'll need to sync the controller with the console first. This comes in handy if someone comes over to your house and brings their own Wii Remote. You can also sync the Wii Remote to your computer to use with the Dolphin emulator.
Steps
Sync with the Wii

Turn on the Wii and make sure no program is currently running on the device.

Remove the back cover of the Wii Remote.

Open the SD card slot cover on the front of the Wii. If you’re using a Wii Mini, the Sync button can be found on the left side of the console, near the battery compartment.

Press and release the Sync button on the back of the Wii Remote. This button is located beneath the battery compartment. The LED light on the Wii Remote will start blinking.

Quickly press and release the Sync button on the Wii console while the LED light on the Wii Remote is blinking.

Wait for the light to stop blinking. Once the LED light on the Wii Remote stops blinking, it indicates that the device has been successfully synced.

Reset the Wii Remote by removing the batteries, waiting for a minute, then reinserting the batteries and resyncing the device.
Syncing with the Wii U

Turn on the Wii U and make sure the main menu is displayed.
- If you try to start Wii Mode without syncing the Wii Remote, the system will prompt you to sync the device.

Press and hold the Sync button on the front of the Wii U until the Sync screen appears.

Remove the back cover of the Wii Remote.

Press the Sync button on the back of the Wii Remote. This button is located beneath the battery compartment. The LED light on the Wii Remote will start blinking and then turn solid, indicating that the connection has been established.
Troubleshooting

Ensure that no program is running. The Wii U will not sync if a game is currently being played. The main menu of the Wii U must be visible in order to proceed with the syncing process.

Make sure the Wii Remote has enough power. The Wii Remote uses AA batteries, so it won’t sync if there is insufficient power. Try replacing the batteries to see if this resolves the issue.

The sensor bar must be placed above or below the TV. The sensor bar is used by the Wii Remote to point at content on the screen. It works best when positioned either above or below the TV.
Syncing with Windows PC

Use a USB Bluetooth adapter (or Bluetooth dongle) if your computer does not have a built-in Bluetooth adapter. The Wii Remote can connect to the computer via Bluetooth and be used with the Dolphin emulator (or other software).
- You will need to pair the Wii Remote again each time the computer is restarted.

Right-click on the Bluetooth icon in the system tray and select "Add a device".

Press the "1" and "2" buttons on the Wii Remote in sequence to make the LED light start blinking.

Select "Nintendo RVL-CNT-01" from the list of devices and click on .Next.

Select "Pair without using a code" and click .Next.

Wait for the Wii Remote to pair with the computer.

Launch Dolphin and click on the "Wiimote" button.

Select "Real Wiimote" from the "Input Source" menu. This will allow you to use the Wii Remote for gaming on the emulator.

Install the sensor bar for the computer. You can use a battery-powered sensor bar or even create one yourself by finding instructions online.
Troubleshooting

Close Dolphin before attempting to sync with the Wii Remote. If you try syncing the controller while Dolphin is open, the device might not appear in the controller selection menu. Close Dolphin, disconnect the Wii Remote by right-clicking on the Bluetooth menu and selecting "Remove device", and then try pairing again.
