1. The Ministry of Public Security officially supports issuing citizen ID cards via the Zalo platform
As part of the 4.0 technology modernization campaign, the Ministry of Public Security has been proactive in engaging with the community by continuously simplifying administrative procedures for citizens. Now, on Zalo, there is an official channel for the Ministry's support. Through this channel, you can quickly apply for your citizen ID from the comfort of your home, without needing to visit any government offices as you would have in the past.
Registering for a citizen ID card on Zalo is now simpler, and anyone can do it from home without needing assistance from others. All you need is a smartphone with a camera and your personal information to quickly apply for a citizen ID card directly on Zalo.
However, the citizen ID registration feature on Zalo is still new, so it is not available nationwide. Currently, only certain provinces and cities support registering for a citizen ID card directly through Zalo.
2. How to apply for a Citizen ID Online via Zalo
To apply for a Citizen ID online via Zalo, you need a smartphone, your personal information, and an internet connection. Here are the steps to register for a Citizen ID online through Zalo:
Step 1: Open the Zalo app, go to the search bar, and type Police (1). Then, find the account Police Department of District 4 (2) and click Follow (3). This will open the conversation with the Police Department of District 4.
Note: This is just the first step to obtain the registration link for an online citizen ID on your phone. No matter where you are, you can select the Police Department of District 4 without worrying about not being in District 4 – Ho Chi Minh City.

Step 2: In the conversation with the Police Department of District 4, select the Administrative Services section and choose The Ministry of Public Security’s Service Portal. The system will open the Ministry’s portal, allowing you to register for online public services without needing to visit any government offices.

Step 3: On the Ministry of Public Security’s service portal homepage, click the Menu (1) ➔ Register (2) ➔ Mobile Subscription (3) icon to register an account using your mobile phone number (if you haven’t done so already).
If you already have an account, click Log in to access the Ministry of Public Security’s public service account and follow the instructions in Step 4.

Step 4: After successfully logging in with your account, select Menu (1) ➔ Administrative Procedures (2) ➔ Enter 'Citizen ID' into the search keyword field (3) ➔ Issue a Citizen ID when your information is available in the National Database of Citizens (4).
Depending on the location of your registered permanent address and residence, choose to register under “Central level implementation” or “Provincial level implementation” as appropriate.
Note: If your information is not available in the National Database of Citizens, select the option to issue a Citizen ID when your information is not in the National Database of Citizens.

Step 5: Then, select Submit Application and fill in the required details for the Citizen ID registration form as requested by the Ministry of Public Security. Once completed, click Submit and wait for the system to send the result via email or SMS.
The processing speed of the Ministry of Public Security’s public service portal is currently very fast, with all procedures being responded to within 36 hours (from the time of submission, excluding Saturdays and Sundays).
Once you receive the notification of successful submission, proceed to pay the fee as instructed by the Ministry of Public Security. After the payment is collected, your Citizen ID card will begin to be processed, and the detailed information will be prepared. The Ministry of Public Security will send your Citizen ID card to your home (permanent address) via postal or express delivery service.
