The good news is you can easily create your own dream tutu skirt for your daughter (or yourself) using tulle fabric and elastic bands. Try making a tutu for your little one, for yourself, or to give as a unique gift!
Steps
Prepare the tulle fabric and elastic band
Purchase a bolt of tulle fabric or a roll of tulle. You'll need a considerable amount of tulle fabric to make your tutu, so buying it by the bolt is the most cost-effective option. If you prefer, you can also buy rolls of tulle that are 15 cm wide. Tulle on a roll requires less cutting, as it already has the appropriate width for a tutu—just trim it to the desired length.
- If you’re using tulle from the bolt, you’ll need 5 meters for a child’s tutu, 10 meters for a small to medium adult size, and up to 20 meters for a large or plus-size tutu.
- If you’re using tulle rolls, the amount you’ll need depends on the size of the tutu. Each roll of tulle is typically 23 meters long. You may need 2 to 3 rolls for a child’s tutu, 4 to 5 rolls for a small to medium adult tutu, and 7 to 8 rolls for a large or plus-size tutu. It's a good idea to buy a little extra just in case.

Wrap the elastic band around a mannequin or another object. It's best to secure the elastic band in place to make the process easier. A mannequin is ideal, but you can also use any object of similar size to the waist of the wearer.
- For example, you can wrap the elastic band around a full roll of toilet paper when making a tutu for a baby or small child, or use a cushion if you're making one for an older child or adult.
Fold several strips of tulle fabric in half. The tutu will appear fuller if you gather and fold several strips of fabric together. Take 2-3 strips and fold them in half, ensuring the edges are aligned. Slip a finger through the fold of the fabric strips.
Insert the folded strips under the elastic band. Next, pass the folded end of the tulle strips underneath the elastic band. The folded part of each strip should stick out about 5 to 7 cm beyond the band.
- Hold the folds in place with your fingers to keep them aligned and prevent them from slipping or coming undone.
Thread the loose ends through the loop at the top of the tulle strip. Take the two loose ends of the tulle fabric and pull them towards the front of the elastic band. Loop them through the opening created by the fold of the fabric and pull the ends to tie them securely around the elastic band.
Repeat the process around the entire elastic band. Continue tying all the strips of tulle around the elastic band in the same way until the band is completely covered. Be sure to smooth out each knot as you go to ensure the tutu is fluffy and evenly spaced.
Crumple and fluff the tulle fabric to your liking. Once all the tulle fabric is tied around the elastic band, you can use your hands to crumple and fluff the tulle to improve the look. The fabric will appear more textured and airy after crumpling, and when you spread it out, the tutu will look even more puffy.
Creative variations with a tutu skirt
Use ribbon instead of an elastic band. Add a unique touch to your tutu skirt by replacing the elastic band with a long strip of ribbon. Cut a ribbon about 46 cm longer than your waist and tie it around a mannequin or another object, then tie the tulle fabric around the ribbon instead of the elastic band. Once finished, you can secure the ribbon by tying it into a bow around the waist.
- Using ribbon instead of elastic is great for older children and adults, as young children may easily remove the skirt prematurely.
Decorate your tutu skirt. Adding accessories is a wonderful way to personalize your tutu. You can attach flowers, bows, buttons, or anything else that adds color and charm to the skirt. You can also pin or stitch these decorations onto the fabric.
