The notion of 'covert projects' like MKUltra was once dismissed as mere fiction and the stuff of conspiracy theories. Similarly, projects aimed at controlling the weather or employing remote viewers, supposedly by agencies like the CIA, were once regarded with skepticism. However, we now know that at least some of these endeavors existed, albeit in early stages of research and experimentation.
If these previously denied, top-secret operations turn out to be more truthful than originally claimed, what should we make of the many other, often bizarre, stories of secret government programs shrouded in secrecy and financed through the 'black budget'? Here are ten such programs. While some may seem more plausible than others, they are all undeniably fascinating.
10. Project Mannequin

Several whistle-blowers have come forward to claim that Project Mannequin is a collaborative effort between the NSA and British intelligence agencies. While a range of activities fall under the Mannequin banner, its primary goal is to create and train units of 'super soldiers.' Some of these soldiers are reportedly involved in UFO recovery and security lockdown missions, while others, known as 'sleepers,' are said to be mind-controlled and activated remotely to execute covert assassinations, with no recollection of their actions.
Not wild enough for you? Alright, many of these super soldiers are recruited into these programs either through abductions or by being groomed for years by military and elite families, who allegedly volunteer their children for these operations in exchange for unspecified rewards.
The central hub for this operation is reportedly located in a top-secret facility buried 60 meters (200 feet) underground in Berkshire, Southern England. Alongside the training of super soldiers and mind-controlled assassins (if we believe the leaks, though many remain skeptical), there are also remote viewing sessions. These sessions serve multiple purposes, including political and military advantages. Some whistle-blowers even suggest that 'astral attacks' take place under the Project Mannequin banner from this facility.
One of the most prominent figures to publicly claim involvement with Project Mannequin was Max Spiers, whose death under suspicious circumstances—shortly after making these allegations—remains unresolved to this day. Interpret that as you will.
9. Project Bluebird/Artichoke

Unlike the more fantastical claims surrounding Project Mannequin, the next entry is rooted in undeniable reality. Even those who steer clear of 'conspiracy theories' likely recognize the name MKUltra. The predecessor to this notorious project was first called Project Bluebird, and later, likely for security and secrecy reasons, it was renamed Project Artichoke. This shift in names may reflect the nature of 'black budget projects,' which would become commonplace among intelligence agencies as the 20th century advanced.
These programs were initiated around the 1950s, in the wake of World War II and, whether by coincidence or not, Operation Paperclip. (The Nazis were notorious for conducting extensive experiments on mind control.) While there is no definitive proof linking him to these initiatives, many researchers believe that the work of Jose Delgado, who sought to replace the violent practice of lobotomies with brain stimulation via electricity, may have inadvertently offered intelligence agencies the tools they needed to exploit such knowledge for their own purposes.
8. Project Dreamscan

While the goals of Project Dreamscan are poorly documented and largely based on whistle-blower claims, the techniques used within the program are well-established. It is widely known, for instance, that the CIA conducted significant experiments in remote viewing, particularly during the Cold War, largely because they believed that Soviet counterparts were engaging in similar practices.
According to some reports, the goal of Project Dreamscan was to enable remote viewers to detach their consciousness from their bodies and enter the minds of their targets while in a dreamlike state. These operations were believed to be attempts to manipulate the thought processes of these targets. Some researchers even speculate that remote viewers were often taken along with high-ranking officials to UN meetings, using their abilities on foreign officials for similar objectives. There are even rumors that Uri Geller was involved in such operations.
Furthermore, a CIA document allegedly declassified in 2017 suggests that these missions would send remote viewers not just to other planets but through different times, both into the future and the past. While most dismiss this idea entirely, the concept of time travel through astral projection rather than physical means presents a fascinating possibility.
7. Project Stargate

As previously mentioned, many of these covert programs emerged during the Cold War, driven by the intelligence gathered by both U.S. and Soviet agencies. In truth, it’s tempting to believe that each side may have intentionally fed the other a fair amount of disinformation. However, given the paranoid climate of the era, neither country could afford to disregard any potential intel, no matter how outlandish it seemed. This is where the confusion surrounding these projects originates.
One such operation was Project Stargate, which, based on the limited information available, was a 'psychotronic research' initiative. By the late 1970s, skilled remote viewers were reportedly 'teaching' others how to develop their abilities—all at the expense of the United States government. According to some, this represented the dawn of 'psychic warfare' being conducted right under the noses of an unaware public.
Even more bizarre reports from some researchers suggest that these adept remote viewers were occasionally 'loaned out' to allied nations for their own confidential purposes. Like many such programs, regardless of the true nature of their operations, Project Stargate suddenly came to an end—at least under that name—during the 1990s.
6. Project Rainbow

One of the more far-fetched 'secret' operations was Project Rainbow, which is said to have connections to similarly outlandish projects like the Philadelphia Experiment—something most people dismiss as pure fantasy. It also allegedly shares ties to another ultra-secretive initiative, the Phoenix Time Travel Project, with some researchers suggesting it might simply be the same operation under a different name.
While much of the project—if we momentarily accept the veracity of the claims—focused on attempting to create time tunnels and wormholes, another aspect of Project Rainbow’s agenda allegedly involved weather control. In recent years, this idea, once relegated to the realm of conspiracy theories, has increasingly gained traction as something potentially grounded in reality.
One of the most captivating connections to other conspiracies involves the claim that it was the combination of weather manipulation and space-time experiments that ultimately led to the development of fully functional mind control technology. This adds another layer of intrigue to such theories, blending the now widely accepted idea of weather control with the darker, more unsettling notion of manipulating the minds of unsuspecting individuals.
5. Operation Sleeping Beauty

Project Rainbow was not the sole initiative to explore concepts that verge on mind control. The weather control research conducted under Rainbow’s umbrella allegedly gave rise to a secret program known as Operation Sleeping Beauty.
Whether these experiments ever progressed beyond the conceptual stage remains uncertain, though, as you might expect, some conspiracy theorists are convinced they did. What's more, they argue that these experiments could very well still be ongoing today.
At the heart of these conspiracy theories lies the belief that mind-altering electromagnetic weaponry could provide the US military with a significant advantage. With this cutting-edge and experimental technology, they could achieve dominance on the battlefield by mentally disorienting their enemies to the point where surrender would be their only option.
An intriguing aspect of this approach is that the soldiers affected would remain completely unaware of what was happening to them. This sense of disorientation would, in itself, provoke considerable fear. In essence, such a secret, highly advanced weapon is not outside the realm of imagination or possibility.
4. The Mindwreaker Project

A similar advanced weapon program was Project Mindwreaker (also referred to as 'Mindwrecker'), which aimed to induce a state of artificial paralysis using 'mentally induced' weapons.
According to conspiracy theories (and it’s important to note that there is no concrete proof to validate these extraordinary claims), the project surfaced as an unexpected discovery during the weather control experiments of Project Rainbow. Upon realizing that the technology they developed had the potential to paralyze subjects, efforts were made to weaponize it.
In a claim that teeters on the edge of absurdity, some allege that this technology was the product of reverse-engineered alien spacecraft, a notion that added an intriguing element for some, while making the conspiracy even harder to believe for others. To further fuel the narrative, Mindwreaker is said to have been one of the final covert operations initiated by the Reagan administration. Naturally, who truly wielded power during the Reagan years is also a subject of speculation, which only adds to the broader conspiracy.
3. The CHANI Project

One of the most captivating of these supposed covert projects is the CHANI (Channeled Holographic Access Network Interface) Project, which one researcher referred to as an 'orgasmic interaction between science theory and spiritual awareness.'
Simply put, the CHANI project purportedly took remote viewing and psychic phenomena into the digital age. According to the conspiracy, various software programs would facilitate a digital 'channeler' or presence, who would connect with spirits and energies from another dimension—or more specifically, with a single energy or spirit known ominously as 'the Entity.'
Even more strangely, the Entity communicated with humanity on behalf of 'the Elders,' said to be the creators and overseers of the universe. This concept is an intriguing one, with roots in the myths of various ancient cultures. Ancient Egypt, for example, told of nine creator gods. What's particularly fascinating is the claim that similar channeling experiments conducted in the 1950s and 1960s, which were extensions of the MKUltra and remote viewing programs, made contact with one of these creator deities.
2. Project Moon Dust

Officially, the purpose of Project Moon Dust was to recover the debris of Soviet satellites that had reentered Earth's atmosphere and crash-landed. These recoveries weren’t confined to the United States but also took place in various locations across the globe, such as South Africa, Bolivia, and even the Himalayan Mountains.
However, according to some researchers, particularly Clifford Stone, many of the Moon Dust missions were actually focused on recovering crashed UFOs. These unidentified craft were reportedly sent back to the U.S. for analysis at air bases and research facilities, where experts attempted to reverse-engineer their technologies. Stone, who claimed to have been involved in these missions, said just before his passing in 2014, 'While we were doing this, we were telling the American public there was nothing to it [UFOs].'
Stone also mentioned that during most of these missions, the team believed they were collecting a satellite or a downed Soviet test plane. However, he added that, in each case, there was a person who had been assigned at the last minute—someone who wasn’t an official Army member. It seemed that these mysterious figures were the only ones fully aware of the true nature of each mission. While these claims may need to be taken with a grain of salt, they certainly raise some intriguing questions.
1. Project Sigma

The theories surrounding the alleged Project Sigma might be among the most captivating, primarily because they offer a speculative explanation for the widespread alien abduction phenomenon.
Project Sigma’s origins are said to trace back to the controversial, and highly debated, meeting between President Eisenhower and two different alien species. One of these species was the Greys, whose proposal for advanced technology reportedly swayed Eisenhower in favor of their offer over that of another alien race, possibly the Nordics, who had allegedly promised 'green technology.' Further rumors suggest that Eisenhower was reluctant to let this new technology fall into Soviet hands.
If we accept the premise that Eisenhower did indeed meet with two alien races, including the Greys, what was the outcome of such an extraordinary encounter? According to some researchers, based on whistleblower accounts, the result was Project Sigma, a program focused on alien-human hybridization. The Greys, whose DNA was said to be severely degraded from radiation exposure on their home planet, were reportedly unable to reproduce. In exchange for the technology, the Greys were supposedly given 'access' to abduct humans—though, as part of the deal, these abductions were to be done in a way that left the victims with no memory and ensured they were returned unharmed.
It’s certainly a thought-provoking idea. Could this be the true cause behind the reports of alien abductions by the Greys that have been circulating since the 1960s?
