Place the raspberries in a glass or jar. Use the back of a wooden spoon to gently crush them. Add the tangerine segments and sugar, stirring well to combine. Let it sit for 10 minutes. Strain the mixture through a fine-mesh sieve into a jar, pressing the solids to extract as much liquid as possible. (This yields about 1/2 cup of syrup.) Refrigerate for at least 2 hours or up to 2 days.

In a flute or coupe glass, combine Lillet, Champagne, and 1 1/2 teaspoons of the raspberry-tangerine syrup. Stir gently to mix. Optionally, garnish with tangerine peel.
