The long version: In the past, the presentation of a city’s key had practical significance. When European towns were often encircled by walls, visiting dignitaries were given a key to the city gates as a gesture of goodwill and trust. This key signified that the recipient had unrestricted access to the city, with the assumption that they wouldn't return with an army to besiege it.
Today, presenting a key is still a symbolic gesture, though its function has changed. Occasionally, it serves as a publicity stunt (see Kardashians, below). Modern city keys, such as those given by New York City, are often much more elaborate than the old gate keys, with the New York version being gold-plated.
