Begin by prepping the ingredients:
Finely chop the scallion, separating the white and green parts. Drain the pimiento liquid into a medium-sized bowl. Combine the cream cheese, mayonnaise, salt, garlic powder, onion powder, and cayenne (if desired) with the pimiento liquid. Stir until fully mixed.
