
While evaluating films is inherently subjective, certain movies, such as 12 Angry Men (1957) and Toy Story (1995), achieve universal acclaim, boasting 100 percent “fresh” scores on Rotten Tomatoes. Conversely, films of exceptionally poor quality also unite critics in their disapproval.
The 2002 action movie Ballistic: Ecks Vs. Sever, starring Antonio Banderas and Lucy Liu, earned the dubious honor of topping Rotten Tomatoes’ list of the worst films ever made. Described by Roger Ebert as a “chaotic mess,” it holds a 0 percent rating and garnered more negative reviews than any other film with the same score. To qualify, films needed at least 20 reviews, with ties broken by the number of critiques.
Among the 25 lowest-ranked films, all but one hold a 0 percent score. The exception is the 1988 family movie Mac and Me, which ranks 22nd with a 4 percent rating. This discrepancy hints at either a few favorable reviews or an additional factor in the ranking system.

One key insight is that even Hollywood’s biggest stars can’t always save a failing film. Many movies on the list boast renowned actors, such as Eddie Murphy (2012’s A Thousand Words at third place), Michael Caine (1987’s Jaws: The Revenge in ninth), and Diane Keaton (1993’s Look Who’s Talking Now at 23rd).
