1. Kong
Kong is the Supreme Commander of the World Government. He was once the Admiral of the Navy before Sengoku. The title of Supreme Commander typically refers to the leader of the entire military or, more broadly, to the commander of all armed forces, a position second only to the Five Elders. He oversees all organizations under the government, including Cipher Pol, the Navy, and the Seven Warlords of the Sea.
Not much is known about Kong's past, except that he held the rank of Admiral and was later promoted to Fleet Admiral at an unspecified time. Supreme Commander Kong is widely regarded as possessing immense power, though he has never demonstrated his abilities. However, given the roles Kong has held and continues to hold within the Navy, there is no reason to doubt his strength.


2. Kuzan
Kuzan, also known as Aokiji, is a former Navy Admiral and the former pupil of Garp. Kuzan has a relaxed, kind-hearted nature and is always calm. This is why Sengoku recommended him for the position of Fleet Admiral. However, things didn’t go as planned, and he eventually left the Navy.
During his time as an Admiral, Kuzan, along with his fellow Admirals, was considered the "greatest military power" that the World Government and Navy Command could offer, making him one of the most powerful individuals in the world. His departure from the Navy had a significant negative impact on the naval forces.
Kuzan consumed the Hie Hie no Mi, a Logia-type Devil Fruit that grants the ability to create, control, and transform into ice. Compared to most Logia users, who allow physical attacks to pass through their "liquid" forms, Kuzan is more vulnerable because ice is a solid element. Nevertheless, Kuzan remains unaffected by attacks from enemies who cannot use Haki; instead of melting to avoid danger, his body shatters when struck, only to regenerate easily like any other Logia user.


3. Borsalino
Borsalino, also known as Kizaru, is an Admiral in the Navy. He is one of the most powerful warriors in the Navy and the World Government. Known for his incredible speed and immense strength, he is also notorious for his laziness and lack of enthusiasm for most tasks.
Kizaru consumed the Pika Pika no Mi, a Logia-type Devil Fruit that grants him the power of light. With this ability, it is difficult for anyone to touch Kizaru, and he can even regenerate his body using beams of light. Notably, Kizaru can move at lightning speed and unleash attacks related to light.
For offense, Kizaru can fire extremely powerful laser beams from his fingertips and the soles of his feet. These beams can easily pierce flesh and cause large explosions due to the heat. He can shoot lasers with pinpoint accuracy or fire massive laser blasts over a wide area. Additionally, Kizaru can create several three-dimensional copies of himself, which are invisible, indestructible, and act independently to launch attacks.


4. Fujitora
Fujitora, often referred to as the Purple Tiger, is one of the strongest individuals currently in the Navy. From his first appearance in One Piece, it was clear that he was blind, a condition he chose for himself, as revealed by the character. Fujitora possesses the power of a Devil Fruit that manipulates gravity, combined with his impressive combat skills and swordsmanship, making him a true powerhouse in the series. His gravity abilities are so advanced that he can even summon meteorites to attack his enemies.
Fujitora is the first Admiral to always carry a weapon, a sword. Initially, this sword was an essential tool for Fujitora to navigate, like many other blind people, but in battle, it becomes an incredibly dangerous weapon. It is the very tool that the blind Admiral uses to control his Devil Fruit powers, powers considered to have a destructive potential comparable to that of Logia-type fruits. It can be said that Fujitora is one of the few characters who can seamlessly combine their weapon and Devil Fruit abilities in such an effective way.


5. Aramaki
Aramaki, more commonly known by his alias Ryokugyu, is an Admiral in the Navy. He was appointed to this rank during a two-year period (alongside Fujitora) to fill the two vacant Admiral positions left after Kuzan's resignation and Sakazuki's promotion. Ryokugyu holds great respect for Sakazuki's principles and agrees with his unyielding stance when fighting enemies.
Ryokugyu consumed the Mori Mori no Mi, a Logia-type Devil Fruit that grants him the ability to create, control, and transform his body into plants. The plants he generates grow rapidly and move freely, seemingly unrestricted by the rigidity that is often associated with certain types of vegetation, such as trees. Since plants are a solid element, he cannot become invisible, though attacks not infused with Haki have no effect on him, and he can regenerate from any damage he takes.


6. Tsuru
The "Great Staff Officer" Tsuru is an extremely famous and powerful Vice Admiral in the Navy, one of the key figures alongside Kong, Sengoku, and Garp. Tsuru possesses an extensive knowledge of crimes from around the world and is considered unmatched in terms of experience and expertise. She once served as the renowned Chief Staff Officer to Admiral Sengoku before retiring.
Even at the age of 63, Tsuru remains formidable enough to strike terror into Doflamingo, who, even before becoming a Warlord of the Sea, was already a notoriously powerful pirate. Upon spotting Tsuru's warship off the coast of Minion Island, Doflamingo had no choice but to quickly alter his plans and flee.
Tsuru consumed the Woshu Woshu no Mi, a Paramecia-type Devil Fruit that allows her to literally "wash and dry" people and objects as if they were clothes, flattening and folding them like fabric. This power disables opponents by rendering them immobile. It also has the unique ability to "cleanse" a small amount of evil from those affected, making it a particularly dangerous weapon against pirates.


7. Bogard
Bogard is a high-ranking officer within the Navy and serves as the right-hand man to Vice Admiral Monkey D. Garp. His loyalty to Garp is unquestionable, having been seen by his side on numerous occasions, and is notably more reserved compared to his superior, only speaking when absolutely necessary.
Bogard is a highly skilled and experienced naval officer who has accompanied Monkey D. Garp since the days of the Rocks Pirates, more than 30 years ago. Bogard is an expert swordsman, as evidenced when his first reaction to Morgan escaping and attacking Garp was to immediately draw his katana and counterattack. He also demonstrated his remarkable skill by effortlessly slicing Koby's gun into tiny pieces without harming him, all within a few seconds. Additionally, Bogard was directly involved in training Koby and Helmeppo, using only one hand (his non-dominant hand) to defend himself against three swords at once.


8. Gion
Gion, more commonly known by her alias Momousagi, is a Vice Admiral in the Navy. Gion is known for her resolute and fiery nature, unafraid to voice her thoughts, even when facing a legend like Garp. She might adhere to a sense of moral justice or follow her own view of what justice should be. Gion uses her captivating charm to lure various pirates into trouble.
As a Vice Admiral, Gion holds the power to command a Buster Call along with four other Vice Admirals and has the authority to oversee all subordinate units. She is strong enough to be considered a potential candidate for the Admiral rank, although she was ultimately not chosen. Gion is also an extraordinarily skilled swordswoman, as shown in One Piece Film: Gold, where she wields a meito sword named Konpira. Though her full strength has not yet been showcased in the manga or anime, her nomination as a candidate for Admiral is enough to convince fans that she is a character of incredible power within the Navy.


9. Tokikake
Tokikake, known by his alias Chaton, is a Vice Admiral in the Navy. As a Navy officer, Tokikake has strong faith in justice, though he also holds his own personal views on the matter. He is highly respected by civilians for his integrity.
In his role as Vice Admiral, Tokikake has the authority to command a Buster Call alongside four other Vice Admirals and is able to lead all of his subordinate units. Similar to Gion, during the timeskip, Chaton was considered for the Admiral position left vacant by Akainu and Aokiji. This suggests that his skills are well above the average Vice Admiral, and it is one of the many reasons he is considered one of the most powerful individuals in the Navy.


10. Smoker
White Hunter Smoker is a Vice Admiral in the Navy and the commander of the G-5 naval base, following the betrayal of his former superior, Vergo. Smoker is a formidable warrior, and before Luffy arrived, it was said that pirate activity in Loguetown had dramatically decreased with Smoker's presence, a testament to his abilities. His skills in tracking and trapping enemies are considered exceptional, which is the origin of his moniker, "White Hunter."
Smoker has consumed the Moku Moku no Mi, a Logia-type Devil Fruit that grants him the ability to create, control, and transform his body into smoke. He can manipulate the density of the smoke, even solidifying it to trap and restrict others inside it. Like most Logia users, Smoker can fly by turning his lower body into smoke and propelling himself like a rocket. He can also use his smoke to surround opponents, setting traps and/or binding them.


11. Sentomaru
Sentomaru is the bodyguard of Dr. Vegapunk and the commander of the Navy's Scientific Unit, holding the rank of captain. During the timeskip, he became an official Navy officer but was later considered a traitor for his alliance with the Straw Hat Pirates during the Egghead Arc.
Sentomaru is one of the few individuals with the authority to directly control the Pacifista without the need for a control chip. His command over the Pacifista is only second to the Five Elders, Dr. Vegapunk and his satellites, and Jewelry Bonney, who was secretly recognized by Vegapunk as the highest authority.
Sentomaru possesses immense physical strength, capable of wielding a massive axe and using it to instantly defeat Demaro Black with a tremendous force. His combat style resembles that of Bartholomew Kuma, standing like a sumo wrestler and attacking with enhanced palm strikes through the use of Haki. This ability allows him to injure even Devil Fruit users as easily as ordinary people.
As a child, Sentomaru was able to defeat a pack of wild bears that were a significant threat to his village. He also has remarkable endurance, as he remained conscious for a while after being stabbed by an awakened Lucci, in an effort to prevent the Seraphim from falling under CP0's command. Despite suffering severe injuries and burns after battling Kizaru, Sentomaru was still able to remain alert long enough to catch Bonney as she fell from Labophase, before losing consciousness.


12. X Drake
X Drake is the captain of the Navy's secret special unit, SWORD. In order to operate undercover as a pirate, X Drake publicly defected from the Navy and formed the Drake Pirates.
Drake consumed the Ryu Ryu no Mi, Model: Allosaurus, an ancient Zoan Devil Fruit that grants him the ability to transform into a complete dinosaur or a hybrid form between a human and a dinosaur at will. As a carnivorous Zoan, Drake's physical abilities are greatly enhanced in close combat. He also gains favorable physical traits, including extremely hard and sharp teeth, as well as a powerful jaw strong enough to bite through the steel-like body of a Pacifista, causing it to bleed. His massive reptilian tail is another formidable weapon, capable of striking opponents with immense force. Additionally, he has sharp claws on his feet, boosting his kicking strength.


13. Koby
The heroic Koby is a Navy Captain who was trained alongside Helmeppo under the supervision of Vice Admiral Garp. He is currently a member of the Navy's special forces unit, SWORD. Due to Koby's rank and influence, the Cross Guild has placed a bounty of 500 million Beli on his head.
Through the grueling training under Garp’s watch, as well as the even tougher training during his free time, Koby has developed extraordinary physical strength and attributes, such as enhanced strength and speed, and has mastered one of the Rokushiki techniques, Soru. After the two-year timeskip, with further mastery of Rokushiki, Koby demonstrated even greater physical strength as a Navy Captain, showing his remarkable swimming skills by catching up to and redirecting a torpedo with his bare hands in mere seconds.
While on Hachinosu, despite being shackled to an iron ball and recovering from a previous battle on Amazon Lily, Koby was able to free captives and escape from countless pirates attacking him. With his tireless efforts, there’s strong reason to believe that Koby will become one of the key pillars of the Navy in the future.


14. Monkey D. Garp
Monkey D. Garp is a highly renowned and powerful Vice Admiral of the Navy, one of the legendary figures of his time, alongside Pirate King Gol D. Roger. His military accomplishments earned him immense fame and prestige, especially his involvement in the "God Valley Incident," which earned him the title "Hero of the Navy." Notably, Garp was offered the position of Admiral multiple times throughout his career but always declined the promotion due to his deep disdain and hatred for the World Nobles.
During his prime, Garp was famous for cornering Gol D. Roger multiple times; he was one of the very few capable of going toe-to-toe with the Pirate King. In fact, Roger himself admitted that he and Garp nearly killed each other several times during their battles. Despite his advanced age, Garp’s power and reputation remain so formidable that the Cross Guild has placed a bounty of 3 billion Beli on his head, equal to that of an Admiral.
Even at the age of 76, Garp proved his strength by effortlessly defeating Phoenix Marco, Whitebeard’s first mate. In fact, during the battle following Ace’s death, Akainu might have been killed by Garp’s rage had Sengoku not intervened. Additionally, like his late rival Gol D. Roger, Garp has never shown any signs of utilizing a Devil Fruit, making his feats even more remarkable, and he is also capable of using all three types of Haki simultaneously.


15. Sengoku
Admiral Sengoku is the former Fleet Admiral of the Navy. He stepped down from his leadership role after the Marineford War Summit, but remained in the Navy as an Inspector General. Along with Garp, Sengoku was one of the most formidable naval officers of his generation. Both Gol D. Roger and Whitebeard held him in high regard. After defeating a group of Navy soldiers, Roger remarked that Sengoku was one of the two naval officers worthy of his time, with Garp being the other.
Sengoku consumed the Hito Hito no Mi, Model: Daibutsu, a Mythical Zoan-type Devil Fruit, which grants him the ability to transform into a giant golden Buddha or a hybrid human-Buddha form at will. With just a single indirect punch, Sengoku was able to cause the execution platform at Marineford to collapse. In the anime, Sengoku's golden shockwaves are powerful enough to rival the seismic shockwaves created by Blackbeard's Gura Gura no Mi.
Even without utilizing his Devil Fruit powers, Sengoku could easily overpower a furious Garp with just one hand. Sengoku is also an incredibly skilled hand-to-hand combatant, and combined with his Mythical Zoan Devil Fruit strength, he can defeat the entire Blackbeard Pirates crew.


16. Sakazuki
Sakazuki, known in the Navy by the alias Akainu, is currently the Fleet Admiral of the Navy. Akainu is perhaps the most unwavering advocate of absolute justice in the entire story. He is known for his strict, indifferent, and ruthless nature. As the current Fleet Admiral, Sakazuki is one of the strongest characters in the world, alongside his fellow Admirals who form the "greatest military force" of the World Government. These top fighters instill fear in criminals worldwide.
Akainu consumed the Magu Magu no Mi, a Logia-type Devil Fruit that allows him to create, control, and transform his body into extremely hot and explosive magma. This ability allows Akainu to burn, melt, and destroy anything he desires, and is considered to have the greatest offensive power among all Devil Fruits.
Beyond the invulnerability of his magma body to all attacks, except for Haki, the heat emanating from it makes enemies hesitate to get close or physically attack him. With such terrifying power, Akainu managed to injure Jinbe and many of Whitebeard's commanders, as well as severely wound Whitebeard himself. Notably, Akainu also defeated Aokiji to claim the position of Fleet Admiral.
