Dear ladies, mothers, and sisters!
It is a great pleasure for me to attend today’s conference celebrating the 20th anniversary of the Vietnam Women's Union and reviewing the Union's activities for the year 20XX, as well as setting goals for the coming year in our neighborhood chapter. On behalf of the Executive Committee of the Women's Union in Viet Hung Ward, I warmly greet the Secretary, neighborhood leaders, and all heads of local organizations. I wish you all good health, happiness, and a meaningful, joyful day. I also wish the conference much success!
To begin, I would like to present the People's Committee's Certificate of Merit to our chapter for its outstanding achievements in advancing the Union’s work over the last three years (20XX - 20XX).
Let us all give a round of applause to celebrate the achievements of our chapter over the past year.

Dear ladies, mothers, and sisters,
I would like to express my high regard for the chapter’s summary report. This past year, our women, mothers, and sisters have strongly embraced the beautiful traditions of Vietnamese women, working diligently to improve productivity, work efficiency, and family income, all of which have contributed significantly to society. Not only have they worked hard, but they have also played a crucial role in organizing family life, ensuring their children’s education and well-being. The movement “Women Actively Learn, Work Creatively, Build Happy Families” and other campaigns have attracted many women, significantly contributing to the socio-economic development of the local community.
In 20XX, the chapter has closely followed local political tasks, the guidance of higher-level Unions, and the needs and desires of local women. We have organized activities that have not only supported the material and spiritual lives of our members but have also fostered solidarity, preserving and promoting the good traditions of Vietnamese women. In particular, the efforts to support members in difficult situations have been very successful.
As for the Women's Union in our ward, there are still 5 poor households and 11 near-poor households. Overcoming poverty has been challenging as many of these households are single-parent, elderly, or disabled. However, each year, the Women's Union provides support to 1-2 cases, with contributions of 3-5 million VND each. Additionally, the Union has facilitated loans from various banks:
NHCS: Nearly 200 members have received loans for student support, job creation, and home repairs, totaling 7.45 billion VND. NHNN: 88 members have received loans totaling 4 billion VND. The ward has no overdue loans, and the local authorities have praised this initiative, awarding certificates of merit each year.
Thanks to the collective efforts of our women, mothers, and sisters, most of the chapter’s goals for 20XX have been met or exceeded. On behalf of the Executive Committee of the Women's Union, I would like to commend and celebrate the remarkable success of the women’s movement in our neighborhood this year.
Distinguished participants, while we have made progress, the report from our chapter leaders also acknowledges challenges and areas that need improvement. To make the Union's work and the women’s movement even more effective in the future, we need to focus on the following key tasks:
First, Regarding the promotion of the Party’s policies, state guidelines, and legal regulations: In the coming period, we plan to implement the merger project between Ha Long and Hoanh Bo, as well as merging neighborhoods in the ward. The transition will be smooth, with authorities addressing any necessary administrative procedures in line with local circumstances. I recommend that the chapter review its membership in light of these changes, ensuring unity and compliance with the Union’s regulations, regardless of whether the mergers occur or not.
Second, Regarding movements and campaigns:
+ On Environmental Hygiene:
(1) The “Green Sunday” initiative: While most neighborhoods participate, it has not been done consistently. I suggest the chapter take more initiative to improve this.
(2) Community cleanup efforts: The chapter has done well in organizing environmental cleanups, especially at the martyrs' cemetery.
+ On Urban Development: Neighborhood chapters 6, 8, and 11 have excelled in planting and maintaining flower roads. I encourage the chapter to expand this initiative, further beautifying the neighborhood and improving the environment.
+ On waste separation and using shopping baskets: There has been no review or assessment of this initiative, and it has not been very effective. I recommend the chapter encourage members to collect and recycle plastic waste, either selling the recyclable items to save money or donating them to help members in need. This will also be reported to the City Women's Union.
Third, Continuing the “5 Clean” campaign in households.
Fourth, Continuing the “Women Actively Learn, Work Creatively, Build Happy Families” movement and strengthening the “Women Contributing to Sustainable Economic Development” campaign.
Finally, we must improve the quality of member engagement and better manage member activities. It is vital to empower the Women’s Union in social supervision and safeguard the legal rights and interests of women and children.

In accordance with the annual work program for the year ………, today the Women's Union of the commune is holding a conference to summarize the activities of the year ……… and to outline tasks for the upcoming year……… I would like to extend my best wishes for health, happiness, and a successful conference to all of you in attendance.

In December, alongside the Women's Union, various local departments and organizations will be conducting their own reviews of the tasks completed in the year ……… and preparing to launch new activities for the year …… Afterward, the People's Committee and the Party Committee will conclude their own summaries for the year ……… and set the tasks for the coming year…….. Due to the numerous meetings and workload at the end of the year, the Party Committee and local authorities have decided to attend the most critical meetings organized by higher levels. Therefore, I am here today representing the Party Committee at the summary meeting of the Farmers' Union of the commune, which is why my colleagues from the Party Committee, People's Council, and People's Committee cannot attend this meeting. I hope for your understanding and offer my comments below:
From the start of the year, the Women's Union of Duc Xuan Ward developed an action plan, implementing the emulation movement and the campaign to establish “The 5 No’s and 3 Cleans Family” across 100% of the sub-branches. A total of 98% of our members registered, with 19 out of 20 sub-branches committing to be outstanding, and 1 sub-branch committed to be strong. Additionally, 23 out of 24 women leaders and committee members signed up as excellent Union leaders. The final evaluation shows that 95% of members met all three standards of the emulation movement, and 15 out of 20 sub-branches achieved excellence, while 5 sub-branches were considered strong. Also, 23 out of 24 Union leaders were rated as excellent.
The Union has actively disseminated the Party’s directives and resolutions, as well as gender equality laws, family law, domestic violence prevention laws, and other legal updates to all 20 sub-branches. We reached 1930 members through these programs. We also hosted health awareness sessions for women, with 20 women attending, and 35 women participated in an essay competition to learn about the Constitution of the Socialist Republic of Vietnam. Additionally, we participated in a cake-making competition organized by the city, where we won third place.
In celebration of …………………….., all 20 sub-branches held discussions on topics like family economic development, cultural exchanges, and even debates on gender equality and domestic violence prevention laws. The events were attended by 1930 women. We also organized friendly volleyball matches to commemorate various occasions such as March 8th, April 30th, May 1st, June 28th, and October 20th. A total of 55 teams participated, with nearly 100 matches played.
The Union arranged for 28 women to participate in a study trip to Da Nang, which was both enjoyable and educational. Two women had the opportunity to visit Hung Yen, where they learned about the cultivation of fruit trees for economic development.
Most notably, the Union successfully organized a conference to honor exemplary individuals and groups in the patriotic emulation movement. We awarded certificates to 7 outstanding collectives and 7 exemplary individuals.

This conference holds immense significance. It provides an opportunity to reflect on and assess the outcomes and contributions in implementing Decision .........., but more importantly, it will allow us to discuss the lessons learned over the past ten years and outline strategies for moving forward.
Dear colleagues!
Over the past decade, the Union has successfully established more than 135,000 groups, with nearly 11 million women accessing loans. At the peak, the outstanding loan balance reached approximately 10,000 billion VND, with over 1.7 million women participating in the loan program. The repayment rate is nearly 99%. Many local Unions have been proactive in promoting the Party’s policies, government directives, and Bank initiatives, guiding and supporting women in borrowing funds, ensuring that loans are used effectively, with high loan balances maintained for several years.
Each year, more than a million women have participated in agricultural training courses, technology transfer programs, and model farming demonstrations. As a result, many women have become exemplary entrepreneurs with annual incomes reaching hundreds of millions of VND. The success of these financial support programs, combined with educational efforts for women, has played a key role in revitalizing the methods and activities of the Union, focusing on improving the practical benefits for women members and contributing to the continued growth and development of the Union.
It is clear that the partnership agreement with both the Banking and Agriculture sectors was a crucial initiative in implementing Decision .......... This collaboration not only facilitated the efficient and rapid distribution of agricultural credit but also ensured that women borrowers gained the necessary knowledge to use the funds effectively, improving their living standards and contributing to economic development in rural and agricultural areas.
The positive results of implementing the resolution at local levels demonstrate that the fundamental reason for success is the close, coordinated efforts between both the Union and the Bank, particularly the support from local Party committees and governments.
However, in recent times, there has been a decline in collaboration between the Union and the Bank in some regions. Loan balances through the Women's Union have grown slowly, and in many districts and communes, there is no formal cooperation between the Union and the Bank. This is a reality that both sectors need to address with appropriate solutions. In preparation for this conference, the Union and the Central Bank conducted assessments in several regions. The causes are varied, and both sides share responsibility. Apart from the reasons outlined in the Bank’s report, I would also like to highlight issues related to the Union and its members. In many regions, the Union has not fully prioritized facilitating loans for women through commercial banks; the focus has mainly been on supporting poor women, without addressing the needs of women who have escaped poverty but still require financial support for household economic development, farming, and business ventures. This group of women, who have considerable financial needs, is often overlooked, with the assumption that they can approach the Bank independently. Additionally, some women are reluctant to take loans with market interest rates, and the loan procedures and requirements can be a barrier, as very few women are listed as property owners or land registrants. There is also an issue of awareness and cooperation between the Union and the Bank, with some local leadership still not fully understanding the importance of such collaboration.

In the year ......, despite the challenging circumstances both globally and domestically, the determined spirit of the Party committees, government, and the collective efforts of the political system, business community, and citizens have led to significant achievements in economic growth, national security, and Party building activities. These outcomes have laid a solid foundation for the successful completion of the goals set by the XX Congress of the District Party. The District Party Committee has focused on enhancing leadership and guidance to accelerate economic growth and the industrialization and modernization of our economic structure.
The rural development program has been vigorously implemented by the district with a focused approach, ensuring tight coordination between the district and provincial departments. The District Party Committee has directed relevant departments and officials to closely monitor the grassroots level, guide, encourage, and assist localities in meeting various criteria, particularly in the six model communes. As of now, three model communes have successfully met all 19 criteria and are now in the process of submitting documentation to the Provincial People's Committee for recognition as new rural areas.
