Dear: The Vietnamese Heroic Mothers, Heroes of the Armed Forces, representatives of families with contributions to the country; Respected elders, revolutionaries; The leaders of the province throughout different periods; Distinguished delegates and comrades.
Today, alongside the entire nation, we solemnly commemorate the 7xth anniversary of Martyrs' and War Invalids' Day (July 27, 1947 – July 27, 20xx). With infinite gratitude, we respectfully remember the revolutionary predecessors, the fallen heroes and martyrs, our comrades, and the people who sacrificed for the independence and freedom of our nation, for the unity of our Fatherland. On behalf of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Vietnam Fatherland Front of XX province, I extend the most heartfelt and profound feelings of gratitude to the Vietnamese Heroic Mothers, the Heroes of the Armed Forces, the wounded and sick soldiers, the martyrs' families, and the families with contributions to the nation.
Dear comrades and distinguished delegates, throughout thousands of years of building and defending our country, countless generations of Vietnamese people, with their patriotic spirit, determination, and loyalty, have sacrificed their blood, bones, and wealth to preserve our independence, freedom, and national unity, to build a beautiful homeland for generations to come.
Inheriting that precious tradition, in the era of Ho Chi Minh, under the leadership of the Party, our people have written glorious chapters in the struggle against foreign invaders to gain independence, freedom, and national unity. With the August Revolution in 1945, the Democratic Republic of Vietnam was founded; with the victory at Dien Bien Phu in 1954, colonial rule was overthrown, liberating half of the nation. And with the slogan “Nothing is more precious than independence and freedom,” our people fought a long and arduous resistance war and achieved the great victory in Spring 1975, completely liberating the South and uniting the country. Together, the entire nation moved forward to build socialism.
While the severe wounds from the two wars of invasion had yet to heal, our people once again had to endure new sacrifices and losses due to the war to protect the Southwest and North borders. Even in peace-building, there are still those who must sacrifice or endure lifelong injuries to protect the peaceful lives of our people and the development of our country.
We respectfully honor millions of exemplary children of the nation, many of them young people, who gave their youth and their lives for the country, who fell on the battlefield, or returned carrying lifelong wounds. Millions of martyr's families, parents, spouses have forever lost their most beloved ones. President Ho Chi Minh once said: “It is they who have brought glory to the nation, pride to our people. They died for the Fatherland to live on... their spirit will always live with the land of Vietnam.” Generations of Vietnamese people will always be proud and determined to live worthy of the great sacrifices of our predecessors.
With the tradition of “Drinking water, remembering the source” of our people, right from the early days of the resistance against colonialism, in 1947, President Ho Chi Minh decided to establish July 27th each year as the National Day of Martyrs and War Invalids, to honor the contributions of heroes, war invalids, and those with meritorious service to the nation. Since then, July 27th has become a day of profound historical, political, and humanitarian significance to our country. Also, from the very beginning of the anti-colonial war, amidst countless difficulties, President Ho Chi Minh signed Decree No. 20/SL, dated February 26, 1947, on the pension system for war wounds and the compensation for martyrs' families. Since then, the Party and State have consistently reviewed and supplemented preferential policies for those with merit to the revolution. This policy has been codified into law, enshrined in the Constitution of the Socialist Republic of Vietnam, and the State has promulgated the Ordinance on Preferential Treatment for Revolutionary Contributors, which includes the title “Vietnamese Heroic Mother” and many other preferential policies.
Dear comrades and distinguished delegates, just like the entire nation, the history of the XX Provincial Party Committee is also a glorious history intertwined with the struggle for independence and the protection of the Fatherland. The victory of the prolonged resistance war in our province, which is located in a complex borderland with diverse ethnicities and religions, has brought invaluable lessons, vividly reflecting the correct leadership of the Party Committee and the intense patriotism of the XX military and people. In this resistance war, the homeland of XX produced many outstanding children, with over 50 collectives and individuals receiving the title “Hero of the Armed Forces” during the anti-American war, more than 250 Vietnamese Heroic Mothers, and awarded over 25,000 wartime medals; nearly 9,000 martyrs, 5,000 war invalids, and more than 8,000 families with contributions to the revolution... The Party and people of XX take immense pride in the heroic revolutionary tradition of their homeland and will forever remember the heroes, war invalids, martyrs, the Vietnamese Heroic Mothers, and the families who have contributed to the country.
In strict adherence to the Party's directives, the State's legal policies, over the years, despite difficult economic conditions, the Party and people of our province have made every effort to care for the material and spiritual lives of war invalids, martyrs' families, the Vietnamese Heroic Mothers, and those with contributions to the revolution. In an attempt to compensate for the sacrifices and losses of these individuals and their families, numerous activities such as contributions to the Gratitude Fund, the construction and repair of houses for war invalids and martyrs' families, and the care of elderly parents of martyrs and orphaned children have become common practices in our society. Especially, the collection of martyrs' remains, seeking their comrades, and restoring war memorials have received the attention and active participation of Party committees, governments, social organizations, businesses, and individuals. The efforts made by our Party, people, and communities in various regions to express gratitude toward war invalids, martyrs' families, and revolution contributors are countless.
To date, more than 38,000 people with revolutionary contributions and their families in the province have received full benefits under the State's preferential treatment policies. Annually, the central government allocates around 145 billion VND for preferential treatment. Local government funds, combined with contributions from businesses and individuals, have helped build 2,300 new houses for those with revolutionary merits and repair over 1,100 houses, ensuring better living conditions for over 3,400 individuals in our province. Educational policies, healthcare services, vocational training programs, and employment creation for the families of these individuals have greatly enhanced their quality of life.
Alongside the efforts of the State and society, we are deeply moved and highly appreciative of the enormous efforts made by war invalids, martyrs' families, and revolution contributors in our province, who have risen above their pain and losses, not expecting, nor relying on the State and society for their support. They have overcome many hardships to improve their lives and contribute to the development of their families and the country. Particularly, many individuals have become role models in business, creating jobs and demonstrating perseverance that we can all learn from. Encouragingly, nearly 95% of revolutionary families now enjoy a standard of living equal to or better than the average local population.
Dear comrades and distinguished delegates,
At today's meeting, we have the honor of meeting nearly 200 delegates, including the Vietnamese Heroic Mothers, Armed Forces Heroes, war invalids, martyrs' families, and numerous exemplary individuals and organizations involved in the “Gratitude” movement throughout the province. These individuals serve as shining examples and living proof of the noble qualities of revolutionaries and those involved in the welfare of revolution contributors in our province.
On behalf of the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front, and the people of the province, I would like to express my heartfelt appreciation for the exemplary contributions of war invalids, martyrs' families, and those who have made significant contributions to the nation’s construction and development. I also commend all departments, sectors, political-social organizations, individuals, and businesses both inside and outside the province for their responsible and effective efforts in caring for the war invalids, martyrs' families, and those with contributions to the revolution.
Dear comrades and distinguished delegates,
With deep responsibility and boundless gratitude, the Party, State, and our people have and will continue to do everything possible to ensure the lives of war invalids, martyrs' families, and revolution contributors are more complete and prosperous. Yet, no matter what we do, we can never truly compensate for the pain and losses, nor meet all the needs of those who have contributed so much. We cannot rest easy when there are still families of war invalids and martyrs whose lives remain full of hardships; when health care for the wounded and sick, treatment for the wounds of war, and education and employment support for their children are not fully addressed; when some people and families have yet to receive the full benefits of the Party and State; and when there are still many martyrs whose remains have not been found, leaving an enduring sorrow in the hearts of their families and in all of us.
Dear comrades and distinguished delegates,
The spirit of our nation and the debt of gratitude to those who came before us require the Party, government, and people in our province to do even more and do it better in caring for the revolution contributors. Each of us must carry out this responsibility with the awareness of doing it for our own loved ones. We must work towards ensuring that revolutionary contributors and their families can live in comfort, with peace of mind and happiness, and that their children have opportunities for full development, worthy of the efforts made by their forebears. Caring for those who have contributed to the revolution is a way of honoring our nation’s precious traditions and promoting the future prosperity of the country.
Finally, I wish the Vietnamese Heroic Mothers, the Heroes of the Armed Forces, war invalids, martyrs' families, the province's leaders throughout the years, and all distinguished delegates much health, happiness, and success.

Dear distinguished delegates and honored guests,
Esteemed ceremony attendees,
In accordance with the tradition of "Drinking water, remembering the source", "Repaying kindness", the Party, State, and people of Luận Thành Commune always remember the significant contributions of heroes, martyrs, and wounded soldiers in the national liberation struggle. This is a responsibility, a sentiment, and a beautiful humanistic value of the Vietnamese people. The annual Martyrs' and Wounded Soldiers' Day celebration is an opportunity to honor the heroes, martyrs, and those who contributed to the liberation of the nation, building, and defending the country, who courageously sacrificed or left part of their bodies on the battlefield.

On the occasion of the 7xth anniversary of Martyrs' and Wounded Soldiers' Day, on behalf of the local leaders of the commune, I would like to extend my warm greetings, heartfelt wishes, and deepest gratitude to the wounded soldiers, families of martyrs, and families who have contributed to the country!
Throughout the history of building and defending the nation, the Vietnamese people have witnessed generations of patriots with a spirit of love for the country, steadfast determination, and loyalty, who sacrificed blood, sweat, and treasure to preserve independence, freedom, and the unity of the nation. With the sacrifice of countless citizens and heroes throughout history, President Ho Chi Minh affirmed: "The blood of those martyrs has made the revolutionary flag even brighter. Their heroic sacrifices prepared our country to blossom in independence and bear the fruit of freedom".
Witnessing the great losses and sacrifices of the people, he not only expressed deep affection for the wounded soldiers, martyrs, and families who have contributed to the nation, stating: "I respectfully bow to the souls of those who sacrificed themselves for the country and to the people who perished in the struggle for the nation's independence. Their sacrifice was not in vain".
Carrying forward this noble tradition, during the era of Ho Chi Minh, under the leadership of the Party, our military and people wrote glorious chapters in the fight against foreign invaders to achieve independence, freedom, and national unity. From the August Revolution of 1945, which established the Democratic Republic of Vietnam, to the historic victory of Dien Bien Phu in 1954, a triumph that shook the world and dismantled colonialism, liberating half of the country. With the determination that "nothing is more precious than independence and freedom", our people carried out the prolonged and arduous war of resistance against the U.S., culminating in the great victory of Spring 1975, liberating the South and unifying the nation, paving the way for the country’s progress toward socialism.
During these national liberation struggles, millions of heroic children of the nation, most of them youth, dedicated their youth and their lives for the country. Many fell on the battlefield, while others returned home carrying lifelong injuries. Millions of families of martyrs, parents, spouses, and children will forever miss their beloved ones.
President Ho Chi Minh stated: "They have brought glory to the nation, pride to our people. They died for the nation to live forever... their spirit will always live on with the land of Vietnam." Our Party, State, and people will forever remember and be grateful for these immense sacrifices and contributions. Future generations of Vietnamese will always take pride and strive to live up to the noble sacrifices of their predecessors.
Every July, the entire nation is filled with a spirit of gratitude for those who have served the country. There are more and more activities to repay kindness, to care for the lives of martyrs' families, wounded soldiers, Vietnamese Heroic Mothers, and to maintain memorial sites, organizing moving activities to honor their contributions. Showing gratitude for those who sacrificed for the country has become a beautiful cultural practice in society. These actions also have an educational value for today’s youth, reminding them of the glorious history of the nation and the principle of "Drinking water, remembering the source".

Today, as we live in peace, we remember the immense sacrifices made by the wounded soldiers and martyrs. In recent years, the Party and State have given special attention to policies benefiting wounded soldiers, martyrs' families, and those who have contributed to the country.
Local governments, agencies, organizations, and institutions have actively shown support through practical actions, caring for the health, creating job opportunities, and helping with housing; the children of these families are prioritized for school admissions, receiving scholarships, and assistance. Gifts, visits, and encouragement are provided to the sick and wounded soldiers...
In addition to caring for the living, we also have many activities to care for the resting places of the deceased, such as building memorials, organizing prayers for martyrs to find peace in the afterlife... The "Repaying Kindness" movement has been spreading across all levels and sectors, bringing real and meaningful results.
To date, over 90% of policy families have a standard of living equal to or higher than the average in their locality, and many exemplary individuals who have contributed to the country have become successful entrepreneurs, providing stable jobs for the children of wounded soldiers and martyrs, contributing to the country's social and economic development.

Every year, on the 27th of July, the Party, government, and people across the country come together to commemorate the Day of War Invalids and Martyrs. This is an incredibly significant event, carrying profound political and humanitarian meaning. Today, with the approval of the Party cell and the Board of Trustees, XX School organizes a commemoration for the XXth anniversary of War Invalids and Martyrs Day.
First and foremost, I would like to extend a warm welcome and heartfelt gratitude on behalf of the school's leadership to the distinguished war invalids, families of fallen soldiers, honored delegates, teachers, staff, and students who have gathered here today for this commemoration.
In this solemn moment, with deep reverence and boundless gratitude, we bow our heads to remember the great President Ho Chi Minh, the revolutionary elders, and the heroic martyrs who courageously sacrificed their lives for the country and the people.

The war ended more than a quarter of a century ago. The painful past has gradually closed, and new horizons are now opening up. Vietnam is progressing rapidly in all aspects: education has been elevated, the national culture is being preserved and cherished, the economy is integrating and developing sustainably, political security is ensured, and people's lives are improving in every way. We owe the peaceful and prosperous life we have today to the great sacrifices made by the brave sons and daughters of our homeland, who gave their lives to protect the beloved Vietnam. Indeed:
Their bodies lie upon this land
So the flowers of the nation bloom day by day.
Therefore, no matter where we live or what we do, we can never forget the heroic years of our national defense war, which showcased the valiant spirit of a people determined to “sacrifice everything for the survival of the nation.” Countless brave individuals from every corner of the country fell in the struggle for the independence of our homeland. As President Ho Chi Minh once said: “The flag of the nation is adorned with the blood of martyrs; the Independence Monument is built with the white bones of heroes.”
Across the country, in countless cemeteries, war memorials, and monuments, the inscription “The Nation Honors its Heroes” stands tall, commemorating those buried in known or unknown graves, while many others rest in unmarked graves, forever nameless, and immortal as unknown soldiers.

The sacrifices and monumental contributions of the revolutionary elders, fallen heroes, war invalids, families of martyrs, and those who have served the nation are eternally engraved in the hearts of every Vietnamese. These contributions remain a powerful spiritual resource, inspiring the entire Party, people, and military to successfully carry out the mission of renewing, industrializing, modernizing the country, integrating internationally, and firmly safeguarding our beloved Vietnam.
The Party, government, and people of Vietnam will never forget the immense contributions of our revolutionary ancestors, fallen soldiers, war invalids, and all those who have sacrificed for our revolution!

Embodying the enduring tradition of patriotism, resilience, and steadfastness throughout thousands of years of our nation's history, over the past 82 years, under the leadership of the Party, generations of heroic sons and daughters of the nation have bravely sacrificed their lives in the long and arduous struggle for independence, freedom, and national unity. President Ho Chi Minh affirmed: "The blood of the martyrs has made the revolutionary flag shine brighter. Their heroic sacrifice has prepared our country to blossom in independence and bear the fruits of freedom, bringing glory to the nation and pride to our people. They died so that the nation might live forever." While the war is behind us, its echoes still resonate deeply in the hearts of many. Reflecting on the past, the more we take pride in the unwavering, courageous spirit of our forefathers, the more we feel the magnitude of the sacrifices they made to forge the glorious pages of our national history.
The people of our country, our homeland, will forever remember the sacrifices of the fallen heroes. The tradition of "Drinking water, remembering its source" has become a noble and ever-brightening custom of our people. Upholding this tradition, President Ho Chi Minh decided to designate the 27th of July each year as National War Invalids and Martyrs Day, so that the Party, the State, and the people may remember and honor the fallen heroes, war invalids, and those who have contributed to the nation.

To honor the immense contributions of the fallen heroes, war invalids, the families of those who contributed to the nation during the national resistance war for independence and the protection of the country, and to educate and promote the tradition of "Drinking water, remembering its source", and "Repaying kindness" among staff, members, students, and learners in the school system.
On the morning of 27/7/20XX, under the leadership of the Party Committee and with the support of the School’s Board of Directors, the Union, the Veterans Association, and the Youth Union, in cooperation with the school, will hold a commemorative event to mark XX years since the War Invalids and Martyrs Day (27/7/1947-27/7/20XX).
The ceremony will be attended by... as well as staff, teachers who are war invalids or the families of martyrs at the school.
