On August 25, 2004, the Hanoi People's Committee issued Decision No. 5316/QD-UB to establish Thuong Cat High School. Located in Thuong Cat Village, Tu Liem District, Hanoi (now Thuong Cat Ward, Bac Tu Liem District), the school was built following the national standard model on a 16,843m² site. It was inaugurated to celebrate the 50th anniversary of Hanoi's liberation (October 10, 1954 - October 10, 2004). In the trend of socializing education, the demand for learning in society is increasingly high. In the autumn of 1965, as the U.S. escalated its war efforts, bombing the North and threatening the security of the capital, the Hanoi Party Committee and the City People's Committee still directed the Department of Education to establish a new high school at the western gateway of the city, named Tran Phu High School (the precursor of today's Nguyen Thi Minh Khai High School), fulfilling the legitimate aspirations of the working people in the suburbs for cultural understanding and scientific enlightenment.

On September 4, 1960, Xuân Đỉnh High School—the first high school in Từ Liêm District (formerly Quận 5 of Hanoi)—inaugurated its new academic year. Established under the directive of the Party and the State to expand the nation's education system, the school aimed to cultivate skilled individuals and talents for the country. It served as a significant reward for the officials and residents of Từ Liêm District, who had excelled in patriotic emulation movements, particularly in agricultural production and water management. Located in the heart of a studious region encompassing Xuân Đỉnh, Đông Ngạc, Cổ Nhuế, Phú Thượng, Nhật Tân, Xuân La, and Nghĩa Đô—areas known for their scholarly traditions, craft villages, and agricultural heritage—the school laid the foundation for its future achievements.
