In this historic month of July, together with the entire nation, our province and district have organized numerous meaningful activities to commemorate the xx anniversary of War Invalids and Martyrs Day (27/7/1947 – 27/7/20xx). Today, the District Party Committee, People's Council, People's Committee, and the Vietnam Fatherland Front are proudly hosting this grand ceremony.
On behalf of the leadership and the people of our district, I would like to extend our sincere greetings, infinite gratitude, and warmest regards to the Vietnamese Heroic Mothers, War Veterans, Families of Fallen Soldiers, and Families with Revolutionary Contributions.
Dear Comrades and Fellow Citizens!
With the success of the August Revolution, the Democratic Republic of Vietnam was born. From that moment, the people of Vietnam rose up to take control of their own destiny in independence, freedom, and happiness. This success, this happiness, came at the cost of countless sacrifices from our people and soldiers. Millions of comrades and citizens gave their lives for the revolution, and many who returned from the battlefield did so forever changed, with parts of their bodies left behind in the fight.
At this solemn ceremony, we bow our heads in reverence and pay tribute to the fallen heroes, the sons and daughters of our homeland who selflessly gave their blood for the independence and freedom of our nation, ensuring that today, our country endures and our homeland flourishes.
Dear Honored Delegates and Fellow Citizens!
The political, social, and humanitarian achievements in the work of War Veterans and Martyrs over the past ............ years in our district are incredibly important. They reflect the respect and recognition from the Party, the State, and society towards those who have sacrificed everything for the cause of the revolution and national reunification. Through the care and assistance provided by the Party, the State, and the people, those who have made contributions feel warmth and pride in their sacrifices. This, in turn, strengthens their resolve to overcome difficulties, improve their lives, and continue contributing to the ongoing construction of our homeland.
Despite these significant achievements, there remain difficulties and shortcomings in the work related to War Veterans, Martyrs, and Revolutionary Contributors in our area. While the movement to honor these heroes has been embraced by many, the involvement of social forces has not been fully utilized or sustained. There are times when the care for policy beneficiaries has not been thorough, failing to meet their needs and expectations. The process of resolving the benefits for revolutionary contributors has been slow and flawed, with some cases still pending review and recognition. The work of locating and recovering the remains of fallen soldiers has not yet achieved the desired results. The living conditions of certain policy beneficiaries, particularly in areas with a large number of them, are still difficult, with many children of martyrs and war veterans lacking stable employment opportunities.
Dear Comrades and Fellow Citizens!
Commemorating .............. years of War Invalids and Martyrs Day is not only a political and social act but also a deep expression of respect for the past, care for the present, and focus on the future. Honoring the fallen martyrs has become a long-standing tradition, a duty carried by each generation to honor those who gave their lives for the cause of national liberation. Patriotism and revolutionary heroism are priceless traditions of our people that must be preserved and promoted in the process of building and developing our homeland .......... today and forever. The Party, the State, and the people of Vietnam will eternally remember and honor the monumental sacrifices made by our Heroes, War Veterans, Fallen Soldiers, and Revolutionary Contributors. On behalf of the District Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front, I once again express our deepest gratitude to the Vietnamese Heroic Mothers, War Veterans, Disabled Veterans, Families of Fallen Soldiers, and Families with Revolutionary Contributions who sacrificed their blood and lives for the revolutionary cause of our Party and nation, and brought honor to our homeland ...............
We hope that all War Veterans, Disabled Veterans, and Families of Fallen Soldiers will continue to uphold the heroic tradition of the Hồ Chí Minh soldiers and the revolutionary spirit, working together with the Party and State to overcome difficulties, rise out of poverty, and contribute to the prosperity of their families and society. I sincerely commend and thank the Party Committees, Government, Vietnam Fatherland Front, armed forces, as well as all sectors, businesses, organizations, and individuals for their immense contributions alongside the State in improving the spiritual and material life of War Veterans, Families of Fallen Soldiers, and Revolutionary Contributors.
In our mountainous district, which still faces significant challenges, the care for revolutionary contributors has yet to fully meet their needs and desires. In these circumstances, the timely help from the community and society holds profound humanitarian significance and is worthy of praise and respect.
We deeply understand that among the numerous tasks the Party and the people must undertake to achieve the development and prosperity of our homeland, the work of caring for War Veterans, Martyrs, and Revolutionary Contributors is of vital importance. The most significant and essential form of honoring them is to mobilize all available resources—both material and spiritual—and act with creativity, frugality, and dynamism to build our homeland, promote renovation, and ensure the overall development of the economy and society, where everyone enjoys a life of prosperity, happiness, and fulfillment.
This is also the dream of those who have fallen. This is the goal that generations have fought for, and it represents the unshakable resolve, the sacred promise, and the deep commitment of the Party and the people of Tiên Phước to the Heroes, the Fallen Soldiers, and the generations before us who fought and sacrificed for the cause of national liberation, and to the future generations to come.
This is the will and belief that unites us all on this meaningful and solemn day.
The heroes and martyrs will live on forever.

In the vibrant atmosphere of the entire nation commemorating the anniversary of the Martyrs and Invalids Day (July 27, 1947 - July 27, ...), today, the Party Committee, the People's Council, the People's Committee, and the Vietnam Fatherland Front Committee of our commune gather here for a solemn discussion to express our deep gratitude to the heroic war invalids, martyrs' families, and those who contributed to the revolution. In this sacred and emotional moment, we respectfully remember the revolutionary predecessors, the heroic war invalids, martyrs, and those who bravely sacrificed in the great wars for national independence and the freedom of every individual.
On this occasion, allow me, on behalf of the Party Committee, the People's Council, the People's Committee, and the Vietnam Fatherland Front Committee of our commune, to warmly welcome and sincerely thank the veterans, war invalids, martyrs' families, and other contributors to the revolution, as well as the distinguished guests and comrades who have come today. The war may have ended, but all of us – the people of Vietnam – cannot forget the losses and the suffering it left behind. A time filled with sorrow and pain, with wounds etched deeply into our bodies and minds. The mother bidding farewell to her son who would never return, the husband's promise of return broken, leaving the family to wait in vain. The scars that remain can never truly fade, some limbs are forever gone, and sometimes even the light is taken away. The new generations today inherit the physical and emotional wounds of war. In exchange for the happiness, freedom, and peaceful life we enjoy today, the price was harsh. What remains in front of us are the indelible images of war.
For the homeland and for the people, many sons of our nation, including young men just in their teens, left behind their personal happiness, their books, and classrooms, ready to march for the independence and freedom of the country. To achieve the liberation and unification of the nation, many brave souls gave their lives, or left part of their bodies on the battlefield. They fought for the noble ideal: 'Nothing is more precious than independence and freedom,' 'Everything for national unity.'
As a land with a rich revolutionary tradition, under the Party's leadership during the resistance wars, the people of our commune fought heroically to defend every inch of our homeland, contributing to the nationwide victory in the struggle for national liberation. However, the brutality of the war left our people, including those in our commune, with great losses and suffering. Countless comrades-in-arms and beloved citizens sacrificed their lives or left part of their bodies behind in the soil of our homeland. Those who departed became heroes in the hearts of the people, but those who stayed behind – the veterans and the families of martyrs – bore unimaginable physical and emotional scars. From these noble sacrifices, we – the living generation – will forever honor the contributions of the heroes, martyrs, veterans, and those who contributed to our country’s independence.
To repay these immense sacrifices and to uphold the tradition of 'Drinking from the source, remembering those who made it possible,' over the years, alongside the whole nation, our Party and the people of this commune have been dedicated to improving the material and spiritual well-being of veterans, war invalids, martyrs' families, and revolutionaries. Despite the socio-economic challenges faced by our commune, we, with our heartfelt affection and responsibility, have annually carried out meaningful activities to express our gratitude towards the veterans, martyrs' families, and those who contributed to the revolution. These actions include setting up a gratitude fund, visiting, encouraging, gifting, and offering assistance through labor contributions – all of which are noble gestures that reflect the deepest humanity and heartfelt appreciation.

In addition to these efforts, we deeply respect and are moved by the tremendous efforts of our veterans, war invalids, martyrs' families, and revolutionaries in this commune, who have triumphed over pain and loss, overcome numerous hardships, and continue to uphold the legacy of the “Uncle Ho’s soldiers.” They have strived to build their families and contribute to the development of their homeland and the nation. On behalf of the Party Committee, the People's Council, the People's Committee, and the people of our commune, I would like to commend and recognize the perseverance of our veterans and their families.
With profound responsibility and affection, the Party, the State, and the people of our commune have been and will continue to prioritize the improvement of the living standards of our veterans, martyrs' families, and revolutionaries. However, there are still many challenges. We are not content when there are families of veterans and martyrs who still face hardships. Efforts to ensure better education and employment for the children of veterans, martyrs, and revolutionaries have yet to meet expectations. Therefore, honoring and caring for veterans, war invalids, martyrs' families, and those who contributed to the revolution is both the duty of the Party and the State, and the heartfelt responsibility of every citizen. Now, more than ever, each of us, every sector, and every social organization must contribute to the care and support of our veterans and martyrs, considering it an honor and a responsibility to show our deep gratitude to those who sacrificed for the liberation and protection of our country.
I also hope that, with the particular attention and practical acts of gratitude from society towards the work of veterans and martyrs, our veterans, martyrs' families, and contributors to the revolution will continue to embody the revolutionary tradition, share the common difficulties of the nation, and rise above personal hardships to improve their families' lives and contribute to building a better society. All children of veterans and martyrs should overcome obstacles, honor their family traditions, and strive to study, work, and contribute to society, bringing pride to their families.
On this occasion, I would like once again to express my deepest gratitude to the veterans, war invalids, martyrs' families, and those who contributed to the revolution. I also want to warmly commend the organizations, individuals, and institutions that have contributed to improving the material and spiritual lives of veterans, martyrs' families, and revolutionaries in our commune. Once again, thank you all, and I wish you good health and success in all your endeavors.

Today, as the entire nation solemnly celebrates the 70th Anniversary of the Wounded and Fallen Soldiers' Day (July 27, 1947 – July 27, 20...), with boundless gratitude, we respectfully honor the revolutionary forebears, fallen heroes, comrades, and fellow citizens who sacrificed their lives for the independence, freedom, and unity of our nation. On behalf of the Provincial Party Committee, People's Council, People's Committee, and the Vietnam Fatherland Front Committee of province ..., I extend heartfelt gratitude and deep appreciation to the Vietnamese Heroic Mothers, Heroes of the Armed Forces, comrades who are war invalids, martyrs' families, and all families with contributions to the nation.
Dear comrades and esteemed delegates,
Through thousands of years of history in building and defending the country, countless generations of Vietnamese people, with patriotic spirit, unwavering determination, loyalty, and kindness, have given their blood, sweat, and resources to preserve the independence, freedom, and unity of our homeland, and to build a beautiful nation for future generations.
Building on this noble tradition, under the leadership of the Party in the era of President Ho Chi Minh, our people have written glorious chapters in the struggle against foreign invaders to gain independence, freedom, and national unity. With the August Revolution in 1945, the Democratic Republic of Vietnam was established; with the victory at Dien Bien Phu in 1954, colonialism was overthrown, liberating half of the country. And with the spirit of 'nothing is more precious than independence and freedom,' our people fought a long, arduous resistance, ultimately achieving the great victory in Spring 1975, liberating the South and reunifying the country, embarking together on the path of building socialism.
While the deep wounds of two devastating wars have yet to heal, our people have had to endure further sacrifices and losses in the wars to defend the southwestern and northern borders. Even in peacetime, many of our children have sacrificed their lives or endured lifelong injuries to protect the peaceful life of our people and the nation's development.
We deeply honor the millions of outstanding citizens, mostly young people, who dedicated their youth and lives to the country, who fell on the battlefield, or returned home bearing lifelong wounds. Millions of martyrs' families, grandparents, parents, spouses, and children who have lost their loved ones forever. President Ho Chi Minh once said: “It is they who have glorified the nation and made our people proud. They died for the homeland to live forever... their spirit remains with the land of Vietnam.” Future generations of Vietnamese will always be proud and pledge to live worthy of the noble sacrifices of our forebears.
With our tradition of 'Drinking water, remembering the source,' since the early days of the resistance against colonialism in 1947, President Ho Chi Minh decided to designate July 27 as the National Day of War Invalids and Martyrs. This day serves as a reminder to the entire Party, army, and people to honor the contributions of fallen heroes, war invalids, and those who have contributed to the nation. Since then, July 27 has become a day of deep historical, political, and humanitarian significance for our country.
Even in the early years of the resistance against colonialism, amidst many hardships, President Ho Chi Minh signed Decree No. 20/SL, dated February 26, 1947, on the policy of pensions for war injuries and the family allowances for martyrs. Since then, our Party and State have continually reviewed and adjusted the policies to benefit those who contributed to the nation. These policies have become laws and are enshrined in the Constitution of the Socialist Republic of Vietnam. Our government has promulgated regulations on the preferential treatment of those who have contributed to the revolution, including the title of 'Vietnamese Heroic Mother' and many other preferential policies.
Dear comrades and esteemed delegates,
Along with the entire nation, the history of our province’s Party organization is a heroic history, intertwined with the struggle for independence and the defense of our homeland. The victories of our prolonged resistance on a borderland with complex ethnic and religious dynamics in our province have provided invaluable experiences, demonstrating the Party's correct leadership and the strong patriotism of our military and people... It was during this war that our homeland... produced countless outstanding citizens...
The Party and People of ... are immensely proud of our region's glorious revolutionary tradition; we will forever remember the fallen heroes, war invalids, the Vietnamese Heroic Mothers, and the families who contributed to the nation.
Following the Party's directives and the state's policies, despite the economic challenges, the Party and People of our province have done their utmost to improve the material and spiritual lives of war invalids, martyrs' families, Vietnamese Heroic Mothers, and those who have contributed to the revolution. We have carried out many compassionate activities, such as contributing to the Gratitude Fund, constructing and repairing houses of gratitude, caring for war invalids and struggling families, and assisting lonely parents and orphaned children of martyrs. These have become regular actions across our society.
Dear comrades and esteemed delegates,
Our Party and State continue to emphasize educating the public about civic responsibility and the deep gratitude we owe to the families of martyrs, war invalids, and those who have contributed to the revolution. Their sacrifices for the independence and freedom of our people are invaluable, not only for the past and present, but for future generations. Caring for the families of martyrs, war invalids, and those who contributed to the revolution is a duty, a responsibility, and an honor for all levels of government, social organizations, and every individual, both now and in the future.
With deep responsibility and affection, our Party, State, and People have been and will continue to do everything possible to improve the lives of our war invalids, martyrs' families, and those who have contributed to the revolution, yet no effort can fully compensate for their suffering and loss. We cannot be at ease while families of martyrs and invalids still struggle, while the healthcare of the injured and the education and employment opportunities for the children of the fallen are not fully addressed; while some families have not received all the benefits promised by the Party and the State; and while the remains and identities of many martyrs remain undiscovered, leaving an aching void in the hearts of their families and in each of us.
Dear comrades and esteemed delegates,
After XX years (1947 - 20XX), the efforts to support war invalids, martyrs, and those who have contributed to the revolution have yielded significant results. The commemoration of the Wounded and Fallen Soldiers' Day (July 27) is an opportunity to assess the effectiveness of this important work carried out by our Party and State. It is also a time for all levels of government and society to reflect on their efforts, draw lessons, honor those who have made outstanding contributions, and inspire others to overcome difficulties and lead better lives. It is a time to mobilize the full potential of society to improve the care of those with social policies.
The values of our nation and our gratitude to those who came before us require that the Party, government, and People of our province do even more, and do it better, to care for those who have contributed to the revolution. Each of us must fulfill this task with self-awareness and heartfelt dedication, treating them as our own kin. We must strive to ensure that those who have contributed to the revolution in our province live in comfort and peace, and that their children develop fully, worthy of the contributions made by their forebears and their own efforts. Caring for those who have contributed to the revolution is an act that honors the cherished traditions of our nation and contributes to the development of our country today and in the future.
Finally, I wish the Vietnamese Heroic Mothers, Heroes of the Armed Forces, war invalids, martyrs' families, provincial leaders of all times, and all the esteemed delegates good health, happiness, and success.

Dear veterans, wounded soldiers, families of fallen soldiers, and those who have contributed to the nation,
Esteemed delegates and distinguished guests,
As the entire nation engages in numerous activities to honor and express gratitude to those who have contributed to the revolution, we are marking the XXth anniversary of the War Invalids and Martyrs Day (July 27th, 1947 - July 27th, 20XX). This occasion highlights the Vietnamese tradition of “Drinking water, remembering the source” – a moral and cultural foundation that has been vital in the fight against foreign invaders, the reunification of the country, and our ongoing journey toward industrialization and modernization for a prosperous and democratic society.
Today, we solemnly organize the XXth anniversary of the War Invalids and Martyrs Day to honor the wounded soldiers, veterans, the families of martyrs, and individuals who have made significant contributions to the patriotic movement and to the principle of “Repaying the debt of gratitude.” On behalf of the local leaders, I warmly welcome all delegates who have come to attend the ceremony. I send my deepest gratitude and best wishes to all the wounded soldiers, veterans, martyrs' families, and those who have made great sacrifices for the cause of our nation.
Esteemed guests and delegates,
Throughout our two wars of resistance, millions of brave sons and daughters of our homeland sacrificed their lives or gave parts of their bodies for the noble cause of our people. Hundreds of thousands of mothers and wives lost their husbands and children in this struggle. Our nation, our people, and our country will forever remember these great sacrifices.
In recognition of these sacrifices, President Ho Chi Minh signed Decree No. 20/SL on February 16, 1947, establishing a pension system for war injuries and death benefits. This became a major policy of our Party and State. On July 27, 1947, representatives from various organizations met in Dai Tu (Bac Thai) to discuss the welfare of war veterans and martyrs, and following the guidance of President Ho Chi Minh, they declared this day as the official “National War Invalids Day.” On that afternoon of July 27, 1947, a significant rally was held in Dai Tu with 2,000 participants, and the message from President Ho Chi Minh was read aloud. This tradition of commemorating War Invalids Day has continued every year since 1947. During his lifetime, President Ho Chi Minh always sent letters and gifts to wounded soldiers and martyrs' families on this day.
In 1955, the Party and State officially changed the name of this day to “War Invalids and Martyrs Day” to fully reflect our deep respect, gratitude, and responsibility toward those who sacrificed for the nation's independence and the happiness of the people.
Since then, every July 27th has become a time for us to honor and express our boundless gratitude to the heroes, martyrs, war veterans, and all those who have contributed to the revolution. It is also a time to educate our younger generations on the importance of the traditions “Drinking water, remembering the source” and “Repaying the debt of gratitude” through meaningful activities aimed at building and protecting our nation and improving our communities.
During his lifetime, President Ho Chi Minh instructed us: “War invalids, martyrs' families, and families of soldiers are those who have contributed to the nation and the people. Therefore, it is our duty to care for, love, and assist them.” Over the past XX years, the care for war veterans, martyrs' families, and those who contributed to the revolution has become a fundamental policy of our Party and State. We are constantly improving and implementing policies to ensure that these heroes enjoy the benefits they deserve and live better lives.
Alongside implementing the State’s preferential policies, our local community has actively promoted the “Repaying the debt of gratitude” movement with rich, practical activities. Especially heartwarming is the support from the people, agencies, enterprises, and society in building homes for the needy, providing gifts, offering assistance to war veterans, and granting scholarships to the children of martyrs and war invalids. We also deeply respect and admire the tremendous efforts of these veterans and families who, despite their difficulties, continue to contribute their strength and intellect toward community development, making life better for their families.
The local Party and government have recognized and commended individuals and organizations who have actively participated in the “Repaying the debt of gratitude” movement. We especially honor the exemplary veterans, martyrs' families, and others who have overcome their personal struggles to continue contributing in work, labor, and production, making meaningful contributions to the development of our community.
Esteemed delegates and guests,
Each era produces its own generation, and each generation has a responsibility to the nation. The current generation not only focuses on present-day tasks but also reflects on and follows the examples of past generations, while preparing the next generation to inherit and advance the legacy of their ancestors.
With our deep responsibility toward the families of martyrs, veterans, and those who contributed to the revolution, we have made substantial progress in fulfilling policies and improving the lives of these families. These families now enjoy stable lives, receiving full support from the Party and State.
However, some individuals still face difficulties due to their injuries, health conditions, or family situations. Therefore, we must continue to implement the following essential measures:
First: Strengthen leadership and management to ensure better implementation of policies for those who have contributed to the revolution. Agencies and organizations must propose additional measures to improve the lives of these individuals and ensure that they live at or above the average standard of living in our community.
Second: Further promote the “Repaying the debt of gratitude” movement, encouraging community involvement in caring for veterans and their families, as President Ho Chi Minh advised. We must continue to educate the public on the noble traditions of our nation and ensure that the younger generation appreciates the sacrifices of our fallen heroes and strives to contribute to the nation's development.
We must also ensure the successful implementation of the “Building a civil society” program, developing a cultural society, and transitioning our village into an urban ward.
Third: Provide all necessary conditions to help veterans, war invalids, and their families regain their independence, improve their living standards, and contribute to social activities that benefit the community and nation.
All of these efforts are in honor of the sacrifices made by those who gave their blood for the nation's revolution. We must also show compassion for the children of martyrs and other marginalized groups such as orphans, the elderly, the disabled, and victims of Agent Orange.
With our deep love for the nation, creativity, compassion, and loyalty, we will continue to honor the memories of our fallen heroes and strive to achieve more for the future. Our nation will never forget their contributions.

Over the past XX years (1947 - 20XX), the efforts to care for war veterans and martyrs have yielded positive results. The commemoration of War Invalids and Martyrs Day is an opportunity for us to review the achievements of this important work.
