1. Candidates Not Using Direct Admission Rights but Eligible for Priority Admission to Universities and Pedagogical Colleges
- For candidates who have won awards in the national student selection competition, national science and technology contests, and have graduated from high school, if their national high school exam results meet the quality assurance criteria of this regulation, the principals of the universities will review and decide their admission;
- Candidates who win gold medals in national championships held annually or those recognized as national masters by the National Sports Committee and have participated in the national high school exam, with no subject score below 1.0, will be prioritized for admission to physical education universities or corresponding physical education majors according to each institution's regulations.
- Art talents who have graduated from high school or from specialized art schools, and have won awards in official national professional art competitions in singing, dancing, or music, and participated in the national high school exam.

2. Regional Priority Policies
- Candidates who have completed their high school education in a specific region will receive priority based on that region. - The following cases are eligible for regional priority according to their registered permanent address:
- Students from ethnic boarding schools;
- Students from university preparatory classes;
- Students from source classes established by decisions from ministries, agencies, or local governments;
- Students who have had a permanent address for over 18 months in remote areas or particularly disadvantaged regions as defined by the Ministry of Ethnic Affairs or Prime Minister’s Program 135;
- Military personnel, officers, non-commissioned officers, and enlisted police who are deployed to take the exam will receive regional priority based on the location they have been stationed for 18 months or more, or based on their permanent address before enlisting.
- Region 1 (KV1): Includes areas in the ethnic minority and mountainous regions, along with special disadvantaged zones like coastal, island, border, and security zones as defined by the government.
- Region 2 - Rural (KV2-NT): Includes areas that do not belong to KV1 or KV3, such as towns and suburban districts;
- Region 3 (KV3): Includes the urban districts of central cities. KV3 candidates do not receive regional priority.

3. Priority Score Framework for Different Groups and Regions
The score difference between two successive groups is 1.0 (one point) for different candidate categories and 0.5 (half a point) for different regions, based on the total score from 3 subjects (in the selection subject group), without applying any weighting, on a scale of 10.

4. Priority Group 1
Priority Group 1 includes: - Category 01: Vietnamese citizens who are ethnic minorities, with permanent residence (during high school or vocational training) for over 18 months in Region 1, as outlined in Point C, Clause 4, Article 7 of these regulations. - Category 02: Workers with 5 years of continuous service, including at least 2 years as recognized and awarded provincial-level outstanding workers. - Category 03:
- Disabled veterans, injured soldiers, and those holding 'Certificate of People Eligible for Benefits Like Disabled Veterans';
- Military personnel, officers, non-commissioned officers, and enlisted police officers in active duty, with 12 months or more service in Region 1;
- Military personnel, officers, non-commissioned officers, and enlisted police officers in active duty with 18 months or more service;
- Military personnel, officers, non-commissioned officers, and enlisted police officers who have completed their service as per regulations;
- People eligible for preferential treatment under Article 2, Clause 1 of Law No. 26/2005/PL-UBTVQH11, amended by Law No. 04/2012/UBTVQH13, regarding people who have contributed to the revolution;
- Children of martyrs;
- Children of wounded soldiers with disability rates of 81% or higher;
- Children of war invalids with disability rates of 81% or higher;
- Children of resistance fighters exposed to toxic chemicals with disability rates of 81% or higher;
- Children of individuals holding the 'Certificate of People Eligible for Benefits Like Disabled Veterans' where the certificate holder has disability rates of 81% or higher;
- Children of Heroes of the Armed Forces and Children of Heroes of Labor;
- People with deformities or disabilities due to toxic chemical exposure, receiving monthly compensation, and being children of wartime resistance fighters;
- Children of individuals eligible for preferential treatment as outlined in Article 2, Clause 1 of Law No. 26/2005/PL-UBTVQH11, amended by Law No. 04/2012/UBTVQH13, regarding people who have contributed to the revolution.

5. Priority Group 2
Priority Group 2 includes the following categories: - Category 05:
- Youth volunteers assigned to study;
- Military personnel, officers, non-commissioned officers, and enlisted police officers in active duty who are assigned to study with service periods of less than 12 months in Region 1 and less than 18 months outside Region 1;
- Commanders, Deputy Commanders of military command stations at local levels, and leaders of militia units, who have completed at least 12 months of core militia service, applying for military-related studies. The maximum time allowed for receiving priority is 18 months from discharge to the exam or application date.
- Vietnamese citizens of ethnic minorities with permanent residence outside the designated areas eligible for Category 01;
- Children of wounded soldiers, war invalids, or individuals who are eligible for similar benefits but with disability rates under 81%;
- Children of resistance fighters exposed to toxic chemicals with disability rates under 81%;
- Children of individuals involved in revolutionary activities who were captured or imprisoned by the enemy;
- Children of individuals involved in national liberation or international duties who hold certificates for receiving preferential treatment under Decree No. 31/2013/ND-CP, detailing benefits for people with revolutionary contributions;
- Children of people who helped the revolution;
- Severely disabled individuals with official disability certification, as per Circular No. 37/2012/TTLT-BLDTBXH-BYT-BTC-BGDDT issued by relevant ministries on assessing disability levels;
- Outstanding workers from all economic sectors, recognized at the provincial level or higher, who have received honors such as 'Excellent Worker,' 'Craftsman,' or the 'Creative Labor Badge' from the Vietnam General Confederation of Labor or the Central Committee of the Ho Chi Minh Communist Youth Union;
- Teachers with at least 3 years of teaching experience applying for education-related fields;
- Mid-level nurses, pharmacists, healthcare assistants, technicians, and medical workers with over 3 years of experience, applying for fields in healthcare and pharmaceuticals.

6. Direct Admission Candidates
The following groups are eligible for direct admission:
- Labor Heroes, People's Armed Forces Heroes, Heroes of Labor during the resistance period, National Excellent Workers who have graduated from secondary school;
- Those who have been accepted into universities but were called up for military service or youth volunteer programs and have now completed their service, met health standards, and provided all required documents for re-admission to the institution they were originally accepted into;
- Candidates participating in the national selection exam for the international Olympic teams;
- Graduates of secondary school who are part of the national team, confirmed by the Ministry of Culture, Sports and Tourism for completing international competition tasks;
- Artistic talent candidates who have graduated from secondary school or a vocational arts school, won official international awards in music, dance, or singing, and are eligible for direct admission to corresponding undergraduate or diploma programs in art schools;
- Candidates who have won first, second, or third place in the national academic competition, have graduated from secondary school, and are eligible for direct university admission in fields related to their winning subjects;
- Candidates with severe disabilities who have official disability certification;
- Foreign candidates wishing to study at Vietnamese universities, who are assessed based on their secondary school records and Vietnamese language proficiency tests according to the university's criteria;
- Candidates with at least 3 years of permanent residence and 3 years of secondary school education in poor districts, or those belonging to very small ethnic minorities or living in border or island regions of the Southwest, as defined in Decree No. 30a/2008/NQ-CP;
- Graduates with a superior secondary education diploma in pedagogy, or those with a decent secondary education in pedagogy and at least 2 years of work experience in the relevant field, who meet specific criteria for direct admission to higher education in the same subject.
