There was a moderate increase in the number of undergraduate students, rising from over 1000000 in 1991 to surpassing 2000000 in 1999. Subsequently, this figure slightly decreased to precisely 2000000 after a span of 2 years.
Despite the overall surge in student enrollment, the governmental budget allocated for supporting these students experienced a significant decline, plummeting from 6500 pounds to approximately 4700 pounds, marking a decrease of 1200 pounds within a mere 5-year period. Following this, the allocation saw minimal fluctuation until the conclusion of the period.
