The offline mode in Chrome needs to be activated through chrome://flags.
Step 1: Enter “chrome://flags/#show-saved-copy” in the Chrome URL bar and press Enter.
Step 2: Click on the Default option and select “Enable: Primary” from the dropdown list.
The option “Enable: Secondary” provides the same functionality but with a slight difference compared to “Enable: Primary”.
Step 3: Click on Relaunch Now to finalize all changes and activate.
Now, when you access offline websites, all data from the page will be directly loaded from the cache memory instead of fetching data from the browser's server.

When accessing offline websites, pay attention to the text Show Saved Copy right below This site can’t be reached. Click here to open the list of websites saved in the browser's cache.
As mentioned earlier, if you choose Enable: Primary, the Show Saved Copy button will appear right below the This site can't be reached message.
On the other hand, if you select Enable: Secondary, the Show Saved Copy button will be positioned below the message “There is no Internet connection” instead of “This site can’t be reached'.
Besides Chrome for Windows, this mode is also available with Chrome for Mac, Linux, Chrome OS, and Chrome for Android. The basic functionality works similarly.
Note that offline web browsing is essentially revisiting old versions of the browser. However, if you regularly update news pages, the information source won't be too outdated.
For items and pages you haven't accessed, Google Chrome won't display any backup copies in the cache memory.
