Sample IELTS Speaking Part 2 Illustrate a law on environmental protection
Honestly, I don't find most of the environmental protection laws in my country to be sufficiently strict and effective, so I am not satisfied with them. Allow me to share one of these laws with you.
Our government recently proposed and approved a law addressing the problem of garbage disposal in the environment.
First of all, I must state that everyone with common sense would concur that this rule is absolutely crucial since environmental protection is a topic that is receiving more attention than ever. Unfortunately, I believe that the penalty for illegal dumping is not severe enough, which is why people continue to break the law and leave trash on the streets.
Why do I say that? Because I frequently observe smokers throwing their cigarette ends onto the streets immediately after smoking. However, hardly anyone criticizes them for it, much less takes any action to punish them.
Moreover, depending on the severity of the offense, there are various levels of fines ranging from 2 to 7 million dong. For many individuals with average to high incomes, this is not a major concern.
Naturally, I must acknowledge that every law, article, or regulation that is introduced has already undergone numerous legislative reviews. They have carefully considered every facet of the legislation to ensure that it is, sort of, universally applicable and suitable in the majority of situations. But I don’t think this law is very successful, and I anticipate more.
As an illustration, consider Singapore. The reason why the pedestrians don’t litter, even minor items like gum wrappers or cigarette butts, is that they know they would receive a severe punishment.
So, taking everything into account, I hope the government will soon change the regulations and tighten controls so that everyone will be aware of the severe repercussions of their actions and adhere to the laws.

Are there any circumstances where individuals might disregard the law?
No doubt. Lawbreaking occurs for a variety of causes. Has the phrase “crimes of passion” ever crossed your mind? It refers to crimes that the culprit performs while being aware that what they’re doing is wrong because their fury got the better of them. When a guy returns home to discover his wife in bed with another man and kills him, he has committed a crime of passion.

Are people interested in becoming police officers in your country?
Really, I don’t believe that. Being a police officer is a challenging profession, which I believe is mostly due to the fact that a policeman or lady must put in extra effort when something unexpected occurs. Working with the police is dangerous because criminals, especially killers, would do whatever to escape being apprehended. All things considered, unless you’re particularly interested in defending your own neighborhood, those factors can discourage you from joining the police force.

- Discourage sb from V-ing (v): không khuyến khích ai làm gì
What qualities should a law enforcement officer possess?
