Step-by-step guide from A to Z on how to register for a new passport online.
Starting from July 1st, the Immigration Department, Ministry of Public Security has implemented issuing standard passports without chips using the new template for Vietnamese citizens domestically and Vietnamese citizens abroad.
Upon this information, the number of citizens registering for passports has surged dramatically. As observed, at passport registration points, there is always an overload situation. Citizens have to stand in long queues, and waiting areas are overcrowded with no seats.
Therefore, to reduce overcrowding and congestion at immigration offices, the Immigration Department, Ministry of Public Security encourages citizens to fill out passport application forms through the National Public Service Portal.
Online registration steps for a new passport
Currently, the Immigration Management Office has officially implemented the public service of issuing standard passports without electronic chips domestically at level 4.
The conditions for online procedures are simple. Citizens only need to have a chip-embedded ID card and a registered mobile phone SIM card. Specifically as follows:
Step 1: Access the National Public Service Portal at: https://dichvucong.gov.vn/.
Step 2: Register an account or log in (if you already have an account).
Step 3: Search for the keyword 'passport' and select 'Issuance of standard passports without electronic chips domestically (implemented at central level)':

Step 4: Click on the 'Submit online' button:

Step 5: Fill in the required information accurately and completely. Note in the 'Passport collection location' section, select the 'Receive via postal service' option if you want to receive the result by mail, or keep the 'Receive in person' option if you prefer to pick up directly at the receiving agency (Immigration Management Department in Ho Chi Minh City or Immigration Management Department in Hanoi).
*Note: For some cases of reapplying for a passport (due to reasons such as: damaged, lost, or no blank pages left...), pay attention to the additional documents required in the 'Application components' section.
Step 6: Double-check the information once again, then press 'Agree' and continue.
Step 7: Make the online fee payment as required.
Afterwards, applicants can track the progress through the tracking feature on the National Public Service Portal. If additional documents or adjustments are needed, officers will notify the applicant.
Passport Processing Time
According to the current procedure, passports will be issued within 8 working days if processed at the local Immigration Management Office and within 5 working days if processed at the Immigration Management Department, Ministry of Public Security.
* Note: In case citizens do not meet the requirements for using level 4 public services or wish to submit applications directly, the Police Department still applies the registration, reception, and processing procedures for passport applications as before.
Some considerations when applying for a new passport online
Citizens need to pay attention to a few points below to make online passport application more convenient. As per the requirements of the Ministry of Public Security, the portrait photo uploaded for passport application needs to meet certain criteria such as:
- Recent photo (not older than 6 months)
- Photo ratio: width x height = 4 x 6
- Face area occupies approximately 75% of the photo area
- Height from eyes to top edge of the photo is approximately 2/3 of the height from eyes to bottom edge of the photo
- Face straight, both ears visible, head uncovered, no colored glasses
- White background
- Minimum resolution of 300 dpi
- File format jpeg 2000
After uploading the photo, the software will automatically check the quality. If there are errors (not meeting the requirements for passport application), follow the instructions to adjust the photo and complete the application.
Case of passport application for children under 14 years old
For children under 14 years old, only the local police need to confirm the TK01 form, attach the birth certificate for passport application. Parents do not need to take their child to the Immigration Management Office.
