In reality, installing Vietnamese or changing languages in the Droid4X Android emulator software is quite limited as it only supports primarily 2 languages, English and Chinese. But why can you still install Vietnamese for Droid4X, and change Droid4X language to any?

Guide to changing language in Droixd4X: English, Vietnamese, and other languages
Step 1:
Step 2: In SysFolder, continue to select the Settings section to configure basic features in Android, including changing the language in Droixd4X.
Step 3: In Settings, choose the Language & input section, where you can set the language in Droixd4X as well as the language for the input tool.

Try switching to French with similar results, but remember you need to know the sequence to access the section to change the language in Droixd4X.
