If even one player votes 'No,' the match continues, and gamers must endure at least another 5 minutes.
Recognizing player frustration, Riot Games has made notable changes to the Surrender feature. Specifically, in the upcoming 13.1 update, only 4 'Yes' votes at the 15-minute Surrender will conclude the match.

'We noticed that the failure rate for teams voting to Surrender is extremely low. Players have a good sense of whether the match can be won or not. Therefore, in the upcoming 13.1 update, only 4 affirmative votes at 15 minutes will end the match,' - Riot Auberaun shared
